UNODC COPAK takes over Implementation of Rule of Law Roadmap in Sindh
![]() 26 February 2019, Karachi, Pakistan. Given evolving consensus on the need for a systematic approach towards comprehensive rule of law reform, it is patent that none of the national imperatives of governance, development, or security are achievable in the absence of a well-functioning criminal justice system (CJS) and rule of law. Impetus for the Rule of Law Reform comes from the Constitution of Pakistan, the National Action Plan, the priorities of the Sindh Government, Pakistan's international obligations, National Judicial Policy, National Internal Security Policy, NACTA's Recommendations, and the Sustainable Development Goals of the UN. These instruments clearly and tightly linked to the rule of law and effectiveness of the criminal justice system to: a) peace, security, and stability; b) economic growth prosperity, and sustainable development; and c) protection of the fundamental rights and freedoms of individual citizens. The roadmap's approach is a departure from traditional reform interventions, to enable the inclusion and participation of all criminal justice actors - including civil society - in reaching consensus and prioritizing their needs in an effective manner.
