| | The theme of the International Day against Drug Abuse and Illicit Trafficking, which is celebrated yearly on 26 June all over the world is "Youth unites to prevent drug abuse". At present young people hear conflictive messages regarding drug abuse that are positive as distorted, which has hindered efforts made to reduce drug demand. Apparently, society has become complacent and tolerant towards the drug abuse. Young people face the challenge of adopting healthy life styles in an environment that apparently accepts drugs and their abuse as a normal part of life. This tolerance is apparent in sport, fashion, music and the entertainment industry, whose messages have a particularly strong influence on youth.INCB REPORT
The 1997 International Narcotics Control Board (INCB) report focuses on the increase in tolerance displayed towards illicit drugs and on the powerful campaigns being held in favour of their legalisation. In this respect, INCB urges Governments to reaffirm their legal and moral standings in order to counter the effects of messages in favour of drugs that youth is increasingly hearing.
REFLECTION
The International Day calls on Governments and the community at large to reflect on this year's particular theme, taking into account that although messages aimed at preventing drug abuse are not going to eliminate drug abuse, they make an important contribution to decreasing the level of abuse. On the other hand, messages that promote drug abuse contribute to the current environment that encourages the use of , drugs. The creation of an anti-drug use culture, is in the long-term the most promising prevention method we have.
In December 1987, the United Nations General Assembly adopted Resolution 42/112, encouraging nations to celebrate June 26 as the International Day Against Drug Abuse. This day shows the different countries' resolve to strengthen efforts and cooperation at national, regional and international levels in favour of a drug free society. This way, every year, Member States pays special attention to the drug phenomenon, in order to co-ordinate prevention and control strategies. International Day offers a special opportunity to join governments' efforts with those of non-governmental organisations and those of the private sector in order to increase awareness on drug control.
IN BOLIVIA
The inter-institutional committee that coordinates all events for the International Day in Bolivia has already started its preparatory work. The committee is composed by government and private sector institutions, as well as non-governmental institutions and foundations.
A number of events are planned, such as a national poster contest, an exhibition on the country's anti-drug efforts and graffiti paintings. Furthermore, an official ceremony will be held at the Foreign Ministry.
