Border Control Management
Many parts of Afghanistan's 5,000 km border suffer from weak control and drug trafficking and other illicit cross-border activities are common in these areas.
In particular, The Afghanistan-Pakistan border is of concern to the international community and has attracted significant efforts to develop bilateral cooperation including the Canadian-sponsored Dubai Process, which focuses on law enforcement, counter-narcotics, the movement of people and customs. Simultaneously, the Government of Turkey has been facilitating bilateral discussions that include counter-narcotics issues and the ongoing Regional Economic Conferences on Afghanistan overlap with UNODC interests in some areas related to trade facilitation. Our strategy is to assist Afghanistan in utilizing these opportunities effectively, while also acting as an independent provider of advice and facilitator of cross-border action.
UNODC has a comparative advantage in stimulating cross-border cooperation on law enforcement to contain transnational problems emanating from Afghanistan. Regional cooperation through the Rainbow Strategy, has equally led to promising joint operations, especially across the Iran and Afghanistan borders. Furthermore, UNODC activities are introducing the principles of community policing in remote border areas of Afghanistan thereby bring the police and the community together as partners.
Key roles of UNODC in border control management:
- Support to the Afghan Border Police (APB) through training (including train-the-trainer programmes), mentoring, infrastructure improvements, and equipment with a focus on the Afghan/Iranian and Afghan/Pakistan borders
- Establish Border Liaison Offices (BLOs) at key sites between Afghanistan and its neighbors, and strengthen official border crossing points
- Promote the role of the Afghan Border Police as an equal and effective partner in cross-border initiatives
- Cooperate with the One UN joint program led by UNCTAD on Border Management (focused on anti-corruption and transparency) and Trade Facilitation
- Introduce community policing methods including small-scale humanitarian assistance delivered by ABP
