Provincial Capacity Building
At the national and provincial level, UNODC is providing support to the Ministry of Counter Narcotics in building its capacity, in order to guide and coordinate the implementation of counter narcotics activities at the sub-national level. The main aim in this area is to strengthen the institutional and operational capability of the Provincial Directorates (PDs) of the Ministry of Counter Narcotics and work closely with the PDs to better organize and increasingly involve them in planning, monitoring and evaluation of province specific drug control plans. In support of this program, UNODC maintains a network of offices at the provincial level. These offices provide technical support and expertise to the Afghan government and aid agencies on local drug control issues. UNODC also supports the Government of Afghanistan in yearly counter narcotics information campaigns to rural communities preventing the planting of opium poppy crops.
Reducing Afghanistan's opium cultivation requires the provision of other livelihoods for rural communities. In addition to pilot alternative and sustaining livelihoods assistance projects, we take an advocacy role in mainstreaming the drug control agenda in the wider context of reconstruction and development assistance.
