- To reduce spread of HIV and STI among injecting drug users in Jelgava city;
- To extend operations of addiction prevention facilities close to the clients' place of residence - Pārlielupe district.

- Relocated and equipped Jelgava low threshold center;
- Realized experience exchange visits;
- Volunteers involved in outreach work;
- Established professional cooperation network with other HIV/AIDS prevention organisations.
