On May 29, the ministers of government of Bolivia and Paraguay signed a memorandum that promotes the joint fight against illicit drug trafficking.Later, the terms of such an agreement were reconfirmed orally by the presidents of both countries as they met in Villamontes for the purpose of commemorating the 1953 armistice of the Chaco War.
The Bolivian Minister of Government, Guido Nayar visited Paraguay, after participating in a meeting in Argentina, which gathered the ministers of government of the Mercosur countries.
Both ministers, of Paraguay and Bolivia, agreed "to develop a mechanism that will allow exchange of information between natural persons or artificial persons involved in the production, re-exportation, distribution, transportation and/or storage of precursors and basic chemical substances".
The document subscribed to adds that "on the basis of exchange of information, authorities should coordinate and develop joint operations directed to uncover and dismantle organizations engaged in the illicit traffic of precursors".
The agreement also stipulates that "the implementation of any activity and operation related to precursors and essential chemical substances should be reported, including documentation, proof and evidence that allows for extending the investigation".
The parties have made the commitment to provide a list of precursors and essential chemical substances that will have to be under surveillance in both countries
Likewise, the ministers have agreed on the importance of sustaining effective communication between their countries when investigations, administrative actions, legal proceedings and drug raids take place, those "will be performed in keeping with the Memorandum".
