2. Project Background and Justification
The results of a 2005 Global Thematic Evaluation on AD, requested by Member States through the Commission on Narcotic Drugs (CND) resolution 45/14 of March 2002, provided evidence-based knowledge that quality AD contributes to illicit drug crop reduction and to poverty alleviation. The evaluation synthesis report recommended that actors involve in AD make a firm political commitment to conduct AD in coordination with all stake holders so that it is sustainable and has human development as the ultimate aim and also to establish a global partnership with development entities and national groups to make illicit crop reduction a cross-cutting issue, thus minimizing the impact of efforts.
The project aims at strengthening the capacities of the national authorities of relevant line ministries and key national and development actors in participating countries to mainstream counter narcotics objectives analysis into broader national and regional development plans and programmes. The project will endeavor to achieve this objective through the provision of technical advice, specialized training, networking, and information sharing opportunities to key stakeholders. The project will also assist the concerned governments to develop selected projects and programmes and to approach international financial institutions, regional banks and the private sector with a view to securing a larger pool of financial resources to implement needed interventions. Lastly, the project will contribute to the body of knowledge on development-oriented drug control in countries affected by illicit drug crop cultivation.
3. Immediate Objective, Outputs and Main Activities
Objective: The objective of this project is to contribute to a sustainable reduction and/or prevention of the expansion of illicit crop cultivation through the integration of development oriented counter narcotics objectives into broader development policies, plans and programmes (e.g Country Assistance Strategies, Poverty Reduction Strategy Papers).
Outcome 1: Established and/or strengthened institutional mechanisms and capacities for harmonizing policies and mainstreaming development-oriented drug control objectives and analysis into conventional development programmes, plans and projects.
Output 1.1: Relevant national authorities, technical staff and other key development actors participating in the project will be better able to mainstream counter narcotics objectives and analysis into wider national and regional development plans, programmes and projects.
Output 1.2: The results of a needs assessment will enable the project to identify and design key activities for the Andean countries of Bolivia, Colombia and Peru, as appropriate.
Outcome 2: Increased scope, reach and quality of development interventions reaching illicit drug crop producing areas.
Output 2.1: Participating institutions are better able to design, implement, monitor and evaluate development activities in drug producing areas.
Output 2.2: Participating officials and institutions are better equipped to mobilize resources for development programmes and projects in drug producing areas.
Outcome 3: Increased body of knowledge on AD and conventional development activities undertaken in illicit crop cultivation areas available to national and international development agencies and the donor community.
Output 3.1: Operational Guidelines for effective AD and mainstreaming of counter narcotics objectives and analysis into conventional development interventions are created and made available.
Output 3.2: Relevant and timely thematic studies, specialized reports, briefing papers, good practices documents and succinct impact assessments are produced and disseminated.
4. Counterpart, Institutional Setting and Implementing Arrangements
The
Laos and Myanmar segments are being implemented by Project Coordinator based in Vientiane, Laos and for Myanmar segment by National Project Officer in Yangon, Myanmar.
National Project Officer in Yangon implements the project activities in close consultation with CCDAC of the Ministry of Home Affairs and Progress of Border Areas and National Races Department of Natala, and under the supervision of Project Coordinator in Laos and Chief of SLU in Vienna UNODC HQ.
