2. Project Background and Justification
There is an urgent need to enhance the implementation and enforcement of Forest Protection laws in Viet Nam. The formation of the ENV consortium on forest violations is major step toward this goal and effort to support and strengthen the capacity and organization of the Forestry Protection Department (FPD).
While forest and wildlife protection technical assistance is a new activity to UNODC Viet Nam, the methods employed by the participants of these criminal acts mirror those of other organized crime groups and are well known to the technical experts being called upon to share their skills and experience. UNODC has demonstrated success working as a partner with other Ministry of Public Security Departments.
UNODC Viet Nam will be under a contractual agreement with ENV to assist the Forest Protection Department through national and international subject matter experts who have a wide variety of law enforcement and training experience.
UNODC brings significant strength to the consortium through its years of experience on combating organized crime, drug control, and human trafficking with law enforcement agencies in Viet Nam. UNODC involvement in this consortium through this project in Viet Nam will further support the resolution adopted by the UN Crime Commission in action.
3. Immediate Objective, Outputs and Main Activities
Objective: To strengthen the capacity of Forest Protection Department to investigate forest crimes, collect, manage and use forest violations data more effectively and improve interagency collaboration to address forest crime.
Output 1: Under the overall project, training modules will be developed and delivered during two phases of class and field instruction to FPD in both North and South Viet Nam. In total there will be 80 training days provided under the terms of the consortium project document.
Output 2: Under the overall project, a consultative review will be conducted by ENV that will determine the needs for an Information Management/Information Technology (IM-IT) infrastructure for the collection and storage of forestry protection information. An Information Technology platform will be selected and implemented nationally; training modules will be created.
Output 3: Under the overall project, an intergovernmental review will be conducted to provide recommendations for an internal process of national information exchange. MOUs and other relevant legal frameworks will be crafted to allow for international information sharing.
4. Counterpart, Institutional Setting and Implementing Arrangements

The UNODC has demonstrated experience as a partner with various MPS Departments in developing and delivering training strategies to enhance the capacity of law enforcement officials against organized groups involved in criminal activities.
