Overview

Cambodia has only become affected by drug abuse over the last few years and therefore health and social service providers have not had the opportunity to develop the knowledge and technical ability required to address the needs for counselling, treatment and rehabilitation of drug abusers. In view of the increasing level of drug abuse, there is a pressing need to transfer technical skills and knowledge to Cambodian health and social service professionals to allow them to identify the most effective approaches and techniques to deal with drug abuse within the context of the country and to thereby enable abusers to develop self-coping mechanisms from the receipt of such services. To achieve this, the project aims to increase the capacity of Cambodian healthcare professionals, both at the governmental and non-governmental level, to respond to the needs of people using illicit drugs, through development of coordinated, community-based drug abuse counselling, treatment and rehabilitation care programmes.

The UNODC four-year project to build the capacity of the National Authority for Combating Drugs (NACD) Secretariat and the development and implementation of a comprehensive drug control programme in Cambodia began operations in mid-2001. The project, CMB/F14, has taken shape following several years of UNODC collaboration with the Cambodian authorities through sub-regional project initiatives based primarily in Bangkok, Thailand.
On the sub-regional level, UNODC presently cooperates with Cambodia through ten sub-regional projects of which the following are directly relevant to this project:

  • Sub-regional Development of Institutional Capacity for Demand Reduction Among High Risk Groups of Drug Abusers (AD/RAS/97/C75)
  • Taking Action Against Amphetamine-Type Stimulants (ATS) in the East Asia and the Pacific Region (AD/RAS/00/F15). The project is at the formulation stage with active participation of Cambodian authorities.
  • Reducing HIV Vulnerability from Drug Abuse (AD/RAS/02/G22)
