Legislative initiatives on trafficking in persons in Kenya and Somalia

September was a busy month for the trafficking in persons and smuggling of migrants programmes at UNODC, ROEA.

In Kenya, activities were initialized to enhance the assistance framework for victims and clarify the case reporting procedure. A consultative session was held with civil society actors to consolidate input on the structure and content of a proposed national referral mechanism aimed at enhancing victim protection and assistance.

UNODC, the office of the Director of Public Prosecution, the National Police Service and victim service providers met to deliberate on an appropriate case reporting procedure for trafficking cases and the contents of a draft standard reporting form.

The above initiatives will be anchored in regulations to Counter Trafficking in Persons Act 2010, being developed in close coordination with the Advisory Committee constituted under the Act and mandated to oversee activities to address trafficking in persons in Kenya.

In Somalia, UNODC discussed proposed draft legislation on trafficking in persons with Somaliland and Puntland authorities at a meeting in Addis Ababa, Ethiopia. Strategies were also presented on the adoption of the drafts into national legislation. The authorities recommendations will be incorporated in the draft legislation towards finalization.
