Evaluation Expert (Consultant)

Within the framework of the UNODC Regional Programme for Eastern Africa (2016-2021) and its respective mandates, UNODC, through its Regional Office for Eastern Africa (ROEA) and in close coordination with its headquarter, aims, among others, to promote and support effective responses by Member States in Eastern Africa to transnational organized crime, illicit trafficking and illicit drug trafficking at the legal, technical and policy level; and to promote and strengthen a functional criminal justice regime against terrorism that is effective and is implemented by States in accordance with the rule of law. UNODC does so primarily through its regional Programmes on Transnational Organized Crime and Illicit Trafficking as well as Terrorism Prevention. Accordingly, the UNODC ROEA Transnational Organized Crime, Illicit Trafficking and Terrorism Prevention Programmes are pivotal to UNODC's mandate to assist Member States in preventing, suppressing and prosecuting transnational organized crime, terrorism and related offences in Eastern Africa. In turn, the latter programmes are implemented through various outputs and activities, including technical and legal advice, capacity building through training activities and procurement, and facilitation of national coordination and international cooperation. These activities include hosting meetings, workshops and conferences, but also procurement of equipment and resource material in support of Programme outcomes.

In context of the UNODC Regional Programme and its sub-programme on Terrorism Prevention, UNODC ROEA is currently implementing Programme activities entitled "Strengthening investigations and intelligence capacities to counter terrorism in Eastern Africa", funded by the Federal Republic of Germany, aimed at strengthening investigations and intelligence capacities of Member States to counter terrorism in Eastern Africa. These activities include organizing 3 national training workshops for 60 criminal justice practitioners in 3 Eastern Africa Member States; organize 1 regional workshop for 30 criminal justice practitioners from 13 Eastern Africa Member States; provide ongoing advice and mentoring to Eastern Africa Member States as requested; and disseminate UNODC resource material. These activities will be delivered in coordination and collaboration with INTERPOL Regional Bureau Nairobi and UNODC's Terrorism Prevention Branch (TPB) at UNODC Headquarters. See TOR...
