Launch of Bhutan Narcotic Control Agency website and Recovery Network

  1. Your Excellency, Lyonpo Dr. Jigmi Singay, the Chairman for Bhutan Narcotic Control Board (BNCB).

Today I on behalf of Bhutan Narcotic Control Board and Bhutan Narcotic Control Agency, I am happy in welcoming the Hon'ble Lyonpo Dr Jigmi Singay, the Chairman for Narcotic Control Board as the Chief guest and all the distinguished guests on the launching of BNCA website. To the Hon'ble Chief guest and to all other guests present here, I want to express our sincere gratitude for sparing you valuable time inspite of your many other important commitments. This kind gestures of the honoured guests reflects yours continued support to our newly established agency in combating the menace of drug abuse.

I would also like to apprise that the launch of BNCA website today co-incides with the International Day Against Drug Abuse and Illicit Trafficking is celebrated every year on 26 June to commemorate the signing of the Declaration adopted at the International Conference against Drug Abuse and Illicit Trafficking on that day in 1987. The United Nations observes the day as an expression of its determination to strengthen action and cooperation to achieve an international society free of drugs abuse. Every year a theme is selected to mark the occasion. The theme for this year is "Do drugs control your life? Your life. Your Community. No place for drugs." BNCA Website

The launching of the BNCA website is made possible within a short time because of the technical support which UNODC, ROSA, New Delhi had been most willing to provide. This is really a symbol of true co-operation. To this support, on behalf of the NCB and its agency we would like to extend our deep appreciation to the UNODC Regional Representative in particular and to the UN system in general.

The launch of the BNCA website also marks the first eventful year after the Royal Govt. formally commissioned the NCB on 15th June, 2006 by His Excellency the Lyenchen. The first NCB meeting was convened on the same day. The NCB has 11 board members consisting of representatives from MoH, MoE, MoHCA, MTI , RBP , Department of Revenue and Customs, NGO and 3 Civil Society Representatives.

As per the provision of the NDPSSA Act 2005, the BNCA is being established to function as a Secretariat to the board and to co-ordinate activities among the various agencies as directed by the board from time to time. Therefore, in keeping with this mandate of the agency the launching of BNCA website is a great achievement for us and most fundamental for the agency in the effective implementation of the board's decisions as demonstrated by the various topics as included in our website for interested partners and programme implementers:

Of-course today's launch of the website gives us a great sense of satisfaction for creating a forum for working together with greater efforts. However, having the website itself in place will not generate any significant success in combating the menace of Drug abuse unless we receive your continued support.

Therefore, on this International Day Against Drug Abuse and Illicit Trafficking, lets us commit and rededicate ourselves in combating drug abuse and illicit trafficking to keep Bhutan a drug free society and ensure "Gross National Happiness" in the lives of our people as envisioned by our beloved king for every one of us.
