Terms of Reference
Background
UNODC, Regional Office for South Asia is supporting a regional project titled "Prevention of transmission of HIV among Drug Users in SAARC Countries" (RAS/H13) that is being implemented in partnership with the governments and civil society organizations of the member countries of the SAARC region.
Currently, the project in partnership with the mentor and partner agencies in the 7 SAARC countries is supporting the implementation of the 'Comprehensive package' of services for drug users (injecting and non-injecting) and their female regular sex partners. The activities being implemented include carrying out a Rapid Situation and Response Assessment (RSRA), Peer Led Intervention (PLI), Safer Practices (SP), Low Cost Community Based Care and Support (LCCS) and Oral Substitution Treatment (OST) and Needle and Syringe Programs (NSP) in project countries.
In Bangladesh, the project is collaborating with the Department Narcotics Control (DNC), Ministry of Home Affairs (MoHA), National AIDS and STD Control Programme (NASP), Ministry of Health and Family Welfare (MoHFW) which are the National Line Ministries. The ICDDR,B is the National Learning Centre for the project in Bangladesh and has mentored the training, execution and analysis of the RSRA among female drug users and female regular sex partners of male drug users through the four partner agencies of the project in Bangladesh. The findings of the study titled, 'Rapid Situation and Response Assessment among female drug users and the female regular sex partners of male drug users -Bangladesh 2009' are now ready to be published in the form of a scientific report.
Under the guidance and supervision of the project, the designer/printer shall help in language editing the report for easy and consistent readability, design (both cover and in-lay), proof-read, layout and printing of the report for project RAS/H13. The graphic designer and printer are required to deliver high quality print and design for the print material which will be used as a communication and advocacy tool (externally and internally) and to inform donors, government, partners in the sector.
The duties and responsibilities cover the following:
1. Language editing and enhancement of readability of the report on 'Rapid Situation and Response Assessment among female drug users and the female regular sex partners of male drug users -Bangladesh 2009'
2. Design & Layout and printing of the report
3. Report on 3-4 drafts of the report.
4. 2 sets of laser prints for text including colour pages.
5. Proofing and after finalizing 1 final wet proof colour dummy.
6. PDF files and print ready version on CD.
7. Printing of the report.
The final deliverables are:
1. 1000 printed copies of the Report.
2. 500 print ready version on a CD (with same cover design on the CD case).
3. A print ready version on CD.
4. PDF file of the report.
5. Working files of the report.

Duration of Contract:
17 December 2009- 16 March 2010
Terms of Contract:
The Designer/printer will be recruited through the issuance of a Service Contract and will be guided by the UN rules and regulations. Please note that in case the design is not acceptable to the "Prevention of transmission of HIV among drug users in SAARC countries"(RAS/H13), the contract for designing and printing will stand cancelled.
Payment Schedule:
• 50% on signing the contract
• 50% after the delivery of the printed copies as well as the CDs. The challan for the delivery as well as the Tax Invoice must be produced to enable the project to release the payment.
Qualification/Criteria for selection:
Professional graphic design/print company with demonstrated experience in graphic design/printing. Longstanding experience in innovative design of art work for different print and stationary products. Previous experience in working with the non-profit sector and/or the UN is an asset. Creativity and innovation in graphic design is a must. Must use the latest technology in graphic design
How to send the Bid/Proposal
Interested eligible bidders may submit their quotations in a sealed envelope detailing the individual costs under the following heads i.e.
1. language editing
2. design (cover and inside text)
3. layout
4. print
as well as the consolidated cost along with documents to support qualification and experience.
Language of Bid:
The bid, as well as all correspondence and documents relating to the bid shall be written in English language. Supporting documents and printed literature furnished by the Bidder may be in another language provided they are accompanied by an accurate translation of the relevant passages in the English language
Currencies of Bid:
The bidder shall quote the prices on "Door Delivery Basis. Prices shall be quoted in Indian Rupees only.
Period of Validity of Bids:
Bids shall remain valid for the period of 90 days after the date of bid submission. A bid valid for a shorter period shall be rejected by the Purchaser as non- responsive.
Format and Signing of Bid:
The Bidder shall prepare one original and one copy of the bid, clearly marking each one as "ORIGINAL BID" and "COPY OF BID," as appropriate. In the event of any discrepancy between them, the original shall govern.
The original and all copies of the bid shall be typed or written in indelible ink and shall be signed by the Bidder or a person or persons duly authorized to bind the Bidder to the Contract. Any interlineations, erasures, or overwriting to correct errors made by the Bidder should be initialled by the person or persons signing the bid.
Sealing and Marking of Bids:
The Bidder shall enclose the original and a copy of the bid in separate sealed envelopes, duly marking the envelopes as "ORIGINAL" and "COPY." The envelopes containing the original and copy shall then be enclosed in another envelope
The inner and outer envelopes shall:
(a) bear the name and address of the Bidder;
(b) be addressed to the Purchaser at the address given below

(d) bear a statement "DO NOT OPEN BEFORE 16 December 2009"
If the outer envelope is not sealed and marked the Purchaser will assume no responsibility for the misplacement or premature opening of the bid.
Deadline for Submission of Bids:
Bids must be received by the Purchaser at the address specified above
no later than 1700 hrs. on 15 December 2009.
Late bids will be rejected.
Modification and Withdrawal of Bids:
The Bidder may modify or withdraw its bid after submission, provided that written notice of the modification, or withdrawal of the bids duly signed by an authorized representative, is received by the Purchaser prior to the deadline prescribed for submission of bids.
Note: No bid may be modified subsequent to the deadline for submission of bid.
