2. Project description (background and justification)
UNODC is the custodian of the UN Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children. This protocol supplements the United Nations Convention against Transnational Organized Crime. Launched in 1999, UNODC's Global Programme Against Trafficking in Human Beings (GPAT) assists Member States in their efforts to combat trafficking in persons. At present, over 30 global technical cooperation projects in various stages of implementation are being administered by the GPAT.
3. Strategy
The UNODC Regional Office for South Asia (ROSA) is administering global project (GLO/R32) on Building Non-Governmental Support Structures for Victims of Human Trafficking and Violent Crimes. Given the fact that NGOs are contributing in an important way to the global fight against trafficking alongside with governmental initiatives, the rationale of this project was to support some of these NGOs in this challenging endeavour.
This project therefore assists the victims of violence (particularly vulnerable groups such as children and women) by providing them - through NGOs - shelter, rehabilitation and training facilities during their recovery period. The project also carries out anti-trafficking programmes.
Presently, 15 NGOs, carrying out 19 different projects to support victims of trafficking, are being funded and monitored by UNODC ROSA. Eight of the NGOs and 12 of their projects are located in India. The remaining projects are in Pakistan, Ukraine, Uganda, South Africa, Mexico, Thailand and Indonesia.

The NGOs were selected by a panel of external experts to receive UNODC grants based on their commitment to develop practical initiatives to assist victims of violent crime and to execute anti-trafficking programmes. These efforts complement UNODC's anti-human trafficking activities by directly addressing the needs of victims.
Some of these NGOs are carrying out projects on the prevention of trafficking in borders and source areas through short stay homes and counseling and repatriation. Some participate in rescues, provide rescue homes to the victims and also an entire rehabilitation process, some are into legal advocacy, training of law enforcement officers and development of training manuals etc. These NGOs cover the entire area of the three R's i.e. rescue, rehabilitation and reintegration, thus contributing significantly to the fight against trafficking.
4. Immediate objectives, outputs and activities
Main Objective
To create and strengthen support structures for victims of violent crimes.

Mechanism for project selection process.
Activities:
- Distribute a standard application form.
- Establish a selection and assessment panel.
- Draw up a shortlist of candidates to provide a detailed project proposal and select ten pilot projects.

- Give grants to 19 NGOs or other organizations to implement the selected pilot projects.
- Monitor the implementation of the projects.
- Hire an independent external expert for evaluation of the project and drafting of an evaluation report.

Secure continuous funding for initiatives on creation and strengthening of support structures for victims of violent crimes.

5. Counterpart, institutional setting and implementation arrangements
The project is being executed by UNODC. One Project Coordinator and one support staff have been hired in New Delhi to provide support and follow-up in the selection process and the administration of the funding arrangements with the selected organizations. The overall coordination of the project activities, the monitoring of the implementation of the project activities, as well as ensuring the required level of reporting is also being done out of UNODC ROSA. |
