Training programme at Dubai:
The Project sponsored two participants each from the four coastal states of Bangladesh, India, Maldives and Sri Lanka for a training programme held at Dubai on 11-12 February 2008 on the precursor module of the container programme. The programme was organized by the Global Container Control project in collaboration with the World Customs Organisation (WCO). In all seven participants from the four countries attended the programme.
II. Meetings:
Review of work plan with CNAs: The project conducted meetings with the Competent National Authorities and conducted review of the work plan implementation to identify country specific requirements. The requests of the member countries were taken into consideration for compliance

The project Coordinator attended the following meetings:
Law Enforcement Advisor's meeting from 7-11 May 2007 at Vienna. The objectives of the meeting were to enhance/update the knowledge base, exchange good practices and establish coordination with HQs and to establish a network with colleagues and regions.
Paris Pact meeting from 29 - 31 May, 2007 at Vienna. The broad objective of the meeting was to identify measures that would reduce production/ manufacture/demand of opium/heroin coming out of Afghanistan and specifically, to devise strategies to prevent the flow of precursors into Afghanistan.
Briefing/Planning Session held at Vienna from 03-06 October 2007, as a follow up to the Paris Pact Initiative Expert Round Table on Precursors used in Heroin Manufacture at Vienna from 29-30 May 2007. The objective of the session was to plan out a strategy to prevent the inflow of precursors, especially acetic anhydride (AA) into Afghanistan.
SAARC seminar on "Human Rights Law in relation to Drugs' 27 & 28 September 2007 at Colombo. The seminar was hosted by the Sri Lankan National Dangerous Drugs Control Board (NDDCB). Apart from Sri Lanka, Nepal, Maldives, Bhutan and India participated in the 2 day deliberations. Country presentations were made followed by presentations by resource persons who were mainly from the legal community of Sri Lanka. Thereafter, participants were grouped into three Working Groups that made separate presentations.
Industry Meet:
The Project organized a meet on 12 October 2007 at New Delhi in cooperation with the Narcotics Control Bureau (NCB), Ministry of Home Affairs, Government of India as a part of the process of interaction with industry/trade and with law enforcement agencies. All important manufacturers and traders of precursor chemicals in India participated in the Meet. The objective of the Industry Meet therefore, was to interact with the manufacturers and traders of precursor chemicals of India and to have them discuss and adopt the model Voluntary Code of Conduct (VCC) prepared by the project. The focus was to highlight the important role of industry and trade in the prevention of diversion of precursor chemicals from the licit to the illicit channels. While preparing the draft, UNODC HQs was consulted and their views incorporated. Thereafter, Project Coordinator UNODC made a presentation on the Model Voluntary Code of Conduct (VCC). Industry mentioned they exercised adequate controls over their processes and in distribution. After protracted discussions and deliberations on each Article of the VCC, the following conclusions were agreed to:
The VCC was agreed to in its present format and structure
A core group of industry and trade will re assess the existing VCC and fine tune it keeping in view the model VCC as presented and prepared by the Project.
Tri partite Review Meting:
The Tri-partite Review (TPR) Meeting for the Project was held at Colombo, Sri Lanka on 13th November 2007.
The meeting was organized to review the performance of the project which completed one year of implementation in November, 2007. Representatives from all member countries except India participated in the meeting. Both the donors, USA and India were unable to attend the meeting. An Evaluation Report prepared and circulated in advance to all the member countries formed the basis for review.
Review of UNGASS goals
A meeting was organized at Colombo on 13 November 2007 by the Project to review the progress made on goals relating to precursors that countries agreed to at the twentieth special session of the U.N. General Assembly (generally referred to as UNGASS) held in June 1998. UNGASS had called for significant progress towards reducing illicit drug production, trafficking and abuse worldwide within a ten-year time frame, i.e., by the year 2008.
At the 52nd session of the Commission on Narcotic Drugs to be held in March 2008 progress on UNGASS goals is the subject of a thematic debate; this is in preparation for the high level segment in 2009. The project conducted a review keeping this is in view.
The project had earlier prepared and distributed a country wise status paper on precursor related UNGASS goals. This formed the guiding document for the review.
III. Supply of Equipments:
The Project has agreed to support one training institution identified by each country. Specific requests for supply of equipments were received from member countries for strengthening the identified training establishments. The project complied with all the requests received. IV. Other Activities
The project assisted Bhutan Narcotics Control Agency (BNCA) financially and technically for hosting their web site.
The project hired a Consultant for framing the Rules & Regulations for the Bhutan Narcotics Control Act. The draft Rules& regulations framed by the Consultant has been ratified by the Government of Bhutan.
The project has extended financial and technical support to BNCA for conducting a baseline survey on precursor information in Bhutan which is in progress.
The project has printed posters on precursor chemicals, UNGASS chart and the Model Voluntary Code of Conduct (VCC) for the industry and trade which has been distributed to the member countries.
The project engaged a Lab Consultant who assessed the identified labs in Bhutan, Maldives, Nepal and Sri Lanka. The equipment support requested by the member countries has also been assessed and the project is coordinating with LASS, UN Vienna for their supply.
