The disproportionate application of drug laws between different countries and regions is the focus of chapter one of the Annual Report of the Vienna-based International Narcotics Control Board (INCB). The Report also reviews worldwide illicit drug production, trafficking and abuse trends. Other highlights include insufficient access to pain treatment medication; Afghanistan; and the emergence of West Africa and Asia as major trans-shipment areas for precursors.
