"Police Oversight: International Experiences"  -  A Talk by Mr. Mark Shaw

Police oversight is a subject that is currently gaining more and more importance throughout the world. Police forces and Governments are experimenting with different forms of accountability mechanisms. In India, the New Police Act Drafting Committee has also recommended a new structure of Police Accountability Commissions at various levels to inquire into matters of serious police misconduct.

In this context, the UNODC ROSA Office organized a talk by Mr. Mark Shaw, Inter-Regional Advisor, Human Security Branch, Vienna on the International Experiences of various models of Civilian Oversight of the Police on 29 January 2007 in New Delhi. Mr. Gary Lewis, Representative, UNODC ROSA delivered the Welcome Address, and Mr. P.S. Bawa, Former DGP Sikkim, Currently Vice Chairman of Transparency International India gave the Introduction to the topic. Mr. Mark Shaw's presentation was followed by a focussed discussion where selected distinguished participants drawn from among Senior Police Officials, academicians, members from official watchdog bodies like the CBI (Central Bureau of Investigation), Government bodies, NGOs, etc. shared their views on the topic including the Recommendations of the New Police Act Drafting Committee on Accountability.
