UNODC Indonesia Country Programme launched

- The UNODC Indonesia Country Programme was officially launched at a signing ceremony at BAPPENAS headquarters by Mr. Rizki Ferianto, MA, Deputy of Politics, Law and Defense, Ministry of National Development Planning/Bappenas on behalf of the Minister of State for National Development Planning/Head of Bappenas, and Mr. Gary Lewis, UNODC Regional Representative, East Asia and the Pacific.

"Indonesia is a prominent middle income country, a member of the G-20, a key player in ASEAN, and is becoming a critical regional hub of the future, " said Mr. Rizky Ferianto, MA.

"Indonesia, nevertheless, faces challenges, including a vast archipelago, an embryonic democracy, rich energy resources and ethnic diversity, insufficient institutional capacity, and pending governance reforms. I hope the UNODC Country Programme will assist Indonesia in tackling these challenges," he added.

The world's fourth most populous country, densely populated Indonesa is an archipelago of over 17,000 islands. It has abundant resources and vast wilderness areas with some of the world's highest levels of biodiversity.

The UNODC Indonesia Country Programme sets forth a strategic vision to address the challenges of drugs, crime, corruption, terrorism and public health in Indonesia.

"UNODC's core work in Indonesia in the next four years will be to fight corruption transnational organized crime and trafficking, addressing the issues of the illegal trade in timber and climate change, and responding to drugs and HIV/AIDS," said Mr. Gary Lewis at the ceremony. "In addition, UNODC in Indonesia will prioritise child justice, prison reform and the smuggling of migrants and human trafficking."

Developed in partnership with Government agencies, civil society, donors and other United Nations entities, the Programme is linked to the Indonesian Government's National Medium Term Development Plan, UNODC's Regional Programme Framework for East Asia and the Pacific (2009-2012) and the United Nations Partnership for Development Framework for Indonesia and is in line with the Jakarta Commitment. This will ensure consistent, coherent and effective delivery of services to support Indonesia in achieving its goal of development for all and supports the "delivering as one" United Nations framework.

UNODC's mission is to contribute to the achievement of security and justice for all by making the world safer from drugs, crime, corruption and terrorism. The Indonesia Country Programme translates this vision into a platform for strategic action in Indonesia supported by the Indonesia Office of UNODC. It has been developed by UNODC in close consultation with the Government of Indonesia,1 civil society, development partners and other UN agencies.

In line with UNODC mandates, this Country Programme responds to these challenges via five inter-related Sub-Programmes: (1) Transnational Organized Crime and Illicit Trafficking, (2) Anti-Corruption, (3) Terrorism Prevention, (4) Justice and (5) Drugs and HIV. Within each Sub-Programme are the outcomes and outputs UNODC aims to achieve in partnership with the GOI and other stakeholders. However, UNODC will remain flexible and responsive to emerging needs, through regular reviews with national partners. Ministry of National Development Planning/BAPPENAS, Ministry of Foreign Affairs, and the Coordinating Ministry for Politics, Law and Security, will be the main focal points from the GOI side for the implementation of this Country Programme.

Background:
The Indonesia Country Programme became operational in early 2012. Its 2012 work plan was shared with partner government agencies and all concerned Indonesia agencies in February 2012 at a meeting - in Jakarta - chaired by Dr. Diani Sadiawati, Director, Directorate of Law and Human Rights of the National Development Planning Agency of Indonesia.
