Empowerment of NGOs

Training programmes and preparation of packages on primary prevention of Drug Use, train of trainers on prevention education of mothers of 8-12 years old; good policy and Practice; planning and management; HIV/AIDS prevention and planning were provided to NGOs. In collaboration with the Iranian Drug Control Headquarters (DCHQ) a directory of domestic NGOs in the filed of demand reduction was developed and published. Supporting the publication of the periodical Hamrah (Companion) was another activity jointly carried out with the DCHQ. For future programming the UNODC Iran conducted an evaluative needs assessment of the NGOs in 2004. The main recommendation of the survey was that in order to improve the lack of resources and empower NGOs, alliance building should be considered as the most important strategy. UNODC has already conducted many joint initiatives with NGOs in different areas of demand reduction as the example of piloting of an outreach programme for street drug users and individuals with high-risk behaviours.

Empowerment of NGOs as an important mainspring of DDR

Further activities in empowering NGOs will track on activities carried out so far: isolated activities with selected NGOs in the context of DARIUS project, the preliminary meeting of NGOs, round table of NGOs and the evaluation of NGOs.

Future activities include finalisation of DARIUS activities regarding street children, compilation of an information CD with the reports on activities carried out under the DARIUS project and other relevant material. Site visits will facilitate the identification of future areas of collaboration. The implementation of a training workshop on the basis of the evaluation report shall address deficits in management and implementing capacities. Additionally, grounds for the establishment of an NGO network among NGOs active in DDR and related HIV prevention shall be led. This requires further participatory meetings for the identification of an NGO secretariat to facilitate exchange and joint activities.

Technical expertise is continuously provided to Iranian NGOs on HIV prevention and demand reduction activities. Preliminary contacts have been established with some Afghani NGOs concerned about drug sue problems increasing among the Afghani community in Iran .

  • The DCHQ secretariat commenced the publication of the "Hamrah" (Companion) magazine for awareness raising on drug demand reduction activities with a focus on activities carried out by NGO's in this field;
  • A directory of domestic NGOs active in the field of drug abuse in Iran was developed and published by the DCHQ secretariat. The publication will assist in disseminating information on Iranian NGOs active in the field of drug demand reduction in all 28 provinces
