National Consultant ( Project Evaluation)

The UNODC Country Office in Lao PDR is seeking candidates for the position of National Consultant for its R76 Project entitled: "Strengthening of the Legal and Law Enforcement Institutions to Prevent and Combat Human Trafficking". The project is implemented in close collaboration with the Ministry of Justice. UNODC is a global leader in the fight against illicit drugs and international crime.

Duty station: Vientiane, Lao PDR

Duration: 17 working days

Description of position

Under the overall guidance of the Representative of UNODC in Lao PDR, as well as the technical support of the Evaluation Manager, the R76 Project Coordinator, and the International Consultant, the National Consultant (NC) will provide support and assistance in the implementation of the terminal evaluation of the R76 Project. The NC will be expected to assist the International Consultant in all phases of the evaluation including the preparations, implementation and presentation phases. The main purpose of the evaluation will be to assess the achievement of its stated objectives, outcomes and outputs, as per the project design in the project documents. The project design itself and the ability of the project to monitor change throughout the implementation of the project will also be assessed.

The UNODC R76 Project will provide administrative and other support to facilitate the work of the evaluators. The bulk of the work will take place in Vientiane and the UNODC R76 Project Office will provide office space and internet access for the evaluators. The project will also provide transport and translation support in order to carry out the work both in Vientiane Capital and in the province(s). The final details will be discussed and finalised together with the evaluators upon and prior to their arrival.

Duties and responsibilities

  • Assist in the development the assessment methodology/ies and questionnaires to be used in the data collection in the evaluation;
  • Provide assistance in the preparation for the interviews and discussions with the key stakeholders of the project, as well as in the actual implementation of these activities;
  • Collect, compile and analyse the information on the project and the feedback from the interviewees;
  • Assist in the preparation and presentation of initial findings upon the completion of the data gathering, interviews and field mission;
  • Provide input and assistance in the development of the draft evaluation report and a final report within the stipulated time frame taking into consideration feedback and comments from key stakeholders.

Skills and qualifications

· In-depth experience in evaluation techniques and drafting evaluation reports;

· A graduate degree in law or law enforcement, or a related discipline, and strong analytical skills;

· Demonstrated project/programme evaluation experience;

· Experience in evaluating human trafficking projects and programmes;

· At least three years' experience in human trafficking and/or migration-related issues preferably from South-East Asia and Lao PDR in particular;

· Demonstrated ability to work independently, but also as part of a team, and to meet deadlines;

· Working knowledge in English and excellent communication and report writing skills.
