Organizational Setting and Reporting Relationships:

This post is located within the UNODC Regional Liaison and Partnership Office in Brazil (RLPO-BRA), duty station of Buenos Aires, Argentina.

Under the overall supervision of the Representative of the UNODC Regional Liaison and Partnership Office in Brazil (RLPO-BRA),  and the direct substantive supervision of  the Head of the Global Firearms Programme (GFP) of the Implementation Support Section, Organized Crime and Trafficking Branch, Division for Treaty Affairs (OCB/ISS/DTA) in Vienna, the Inter-Regional Firearms Advisor will be responsible for providing specialized expertise for the planning, implementation, monitoring and evaluation of activities under the GFP, with particular emphasis in Latin America and West Africa and the Sahel region.

 

Responsibilities: 

Within delegated authority, the Inter-Regional Advisor  will be responsible for the following duties:

  • Provide substantive expertise and backstopping support to the Head of the Global Firearms Programme for the implementation and evaluation of project activities under the Global Firearms Programme in target countries in Latin America and countries in other regions as appropriate, with a view to promote the ratification and full implementation of the UN Convention against Transnational Organized Crime, and its Protocol on Firearms;
  • Liaise with and maintain effective working relations with Government officials and project counterparts as well as with all potential partners, donors, UN agencies, civil society and other regional and international organizations, in order to facilitate project implementation and create synergies in this regard
  • Ensure the maintenance of  a database of  national contact points, relevant stakeholders and experts in the various areas of firearms control;
  • Organize and participate in assessment missions both in Africa (West and Sahel region) and Latin America (South and Central America), to assess and identify capacity building and technical assistance needs.
  • Provide specialised expert advice to government counterparts to enhance their normative and operational regime on firearms;
  • Assesses the domestic legal regimes and provides specialised advice to ensure compliance with and synergies among international legal instruments on arms control.
  • Conducts and supports the development of national and cross-regional legislative assessments of the domestic firearms control regimes in Latin American countries, and their level of implementation of the Firearms Protocol and related regional instruments;
  • Promotes and facilitates the ratification and implementation of the Firearms Protocol, the Arms Trade Treaty and related instruments;
  • Supports and facilitates the inter-governmental process of the Conference of the Parties to UNTOC and its Working Group on Firearms, and facilitates and promotes the implementation of a review mechanism for the Firearms Protocol.
  • Facilitates and provides, upon request,  policy, legislative, operational and technical advice to beneficiary countries on the implementation of the Firearms Protocol and related instruments.
  • Supports the development of tailored technical tools, such as firearms registration software and other tools, as appropriate, and their translation and customization to country or region specific needs. Provides expert advice to both requesting countries and the IT section of UNODC Vienna for the development, customization and deployment of such new firearms record keeping software.
  • Provides substantive inputs to the preparation of training curricula and related material, operational manuals, technical publications and other documentation under the project;
  • Organizes and delivers specialized training courses, identifies suitable trainers according to identified needs of the beneficiary countries, and delivers training on specialized sessions.
  • Advices and supports the implementation of national disarmament, collection and destruction activities, storage, management and disposal of seized firearms in beneficiary countries, as appropriate, and assists in the implementation of related activities. 
  • Promotes and facilitates operational and case-based interagency and cross-border cooperation including regular exchange of information at the bilateral, sub-regional and cross-regional level, as appropriate.
  • Assists beneficiary countries in the collection and analysis of data on firearms seizures and on illicit trafficking, with a view to monitor the illicit trafficking flows and the achievement of the Sustainable Development Goal 16.4; supports also the development of global or national / sub-regional studies and mapping exercises in cooperation with voluntary partner countries.
  • Prepares and contributes to regular reporting and monitoring work, including annual and semi-annual work plans, budget revisions, project progress reports inter alia.
  • Direct, manage and supervise the work of other administrative assistant.
  • Performs other duties as required.

 

Qualifications

Education

Advanced university degree in political, social science, law, criminology, security related studies; economics, or related technical studies relevant to firearms control. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Additional, specialized courses on broader security and firearms & explosives management would be desirable.

 

Work Experience

A minimum of ten years of progressively responsible experience of which at least three at international level in the area of firearms control; law enforcement; security and safety; organized crime, arms trafficking, terrorism inter alia, with relevant working experience and exposure to the issues of illicit trafficking in firearms, armed violence, development and security. Relevant experience in at least two of the following fields: firearms control; identification and verification, storage, collection, and destruction of firearms; investigation or prosecution of firearms criminality; experience in the provision of technical assistance on firearms control matters; experience in legislative assessments and provision of legislative drafting support on firearms control and regulations;  knowledge and in depth understanding of the international legal framework and policies of the UN on firearms / SALW; at least two years of relevant working experience in an international organization; Project management experience in a work area related to the post;

 

Languages:  

For the advertised post, fluency in written and spoken Spanish is required; working knowledge of English and French (at least written and understanding) is desirable;
