Outline and Objectives

The United Nations Convention against Corruption provides the first international framework on the recovery of proceeds and instrumentalities of corruption. The objective of this project is to encourage and facilitate the systematic and timely return of assets stolen by politically exposed persons through acts of corruption, under the framework of the United Nations Convention against Corruption.

To achieve this objective, UNODC has established a partnership with the World Bank Group (WBG) under the joint Stolen Assets Recovery (StAR) Initiative launched in September 2007. The StAR initiative focuses on three core components:

  1. Lowering the barriers to asset recovery.
  2. Building national capacity for asset recovery.
  3. Providing preparatory assistance in the recovery of assets.
