Programme on National Law Enforcement and Control Measures

Objective To strengthen the national law enforcement and drug control agencies in the interception of illicit drugs trafficking, development of effective strategic drug control intelligence Information and effective intervention in drug-related offences, and the initiation of Alternative Development measures.
Issues to be addressed Limited capacity in law enforcement, database development, interception of illicit drug trafficking and Alternative Development.
UNDCP Response Training of NDLEA and NAFDAC personnel; support the coordinated operations between NDLEA, other government agencies, Civil Society and the private sector; and provision of equipment. 
Planned Activities 5 National projects
  • Strengthening the Integration and Networking Drug Control Database.
  • Strengthening Drug Control Capacities at Land and Sea borders, Inland Waterways, Sea and Airports.
  • Strengthen Forensic Laboratories.
  • Strengthen Human Resource Skills and Capacities in drug Law Enforcement.
  • Community-Based Eradication of Cannabis and Alternative Development.
Justification

Available records from the national, African sub-regional and regional sources indicate increased drug cultivation, trafficking and sophistication of trafficking networks. Efficient law enforcement structures have been hampered due to the multiple problems among which limited community participation and porous land and sea borders.

UNDCP will support the Law enforcement agencies to improve the efficiency and capacity to eradication in the field, and interception especially at the ports (both land and sea). This will be achieved through training of relevant personnel, provision of equipment and improvement of database, information management, pioneering Alternative Development, networking and coordination between the government agencies, Civil Society and the private sector.

Specifically, NDLEA will improve the capacity in seizures and destruction of cannabis Sativa under 'Operation Burn the Weeds'.
