Strategy of the Integrated Drug Control Priority Programme 

In this programme, the major strategies will support the Master Plan, integrated approach, sustainable coordination and partnership, participation, documentation, material development and dissemination.

Support to the Master Plan: This programme will support the implementation of the Nigeria's Drug Control Master Plan, which has advocated a four-phased implementation agenda, namely: First Phase - establishment of an information infrastructure and network as well as acquisition of appropriate and adequate data base, review of the laws and the enlightenment of the population on the ills of misuse and abuse of narcotic drugs and psychotropic substances; Second Phase - Manpower development: Third Phase - Strengthening and improving the operational machinery for enforcement, co-ordination, implementation and evaluation of controls; and Fourth Phase - Implementation of selected activities and projects in the areas of prevention, enforcement, treatment and rehabilitation. In providing this support, the programme will link-up with sub-regional, regional and global drug control programmes of UNDCP to promote synergy and complementarity.

Integrated Approach: As much as possible, the programme will entrench and optimize the value of integrated approach in the design and implementation of projects, which are the rapid achievement of program synergy and complementarity, cost-effectiveness and general acceptability by the beneficiaries. Specifically, the programme will pursue integration in the community-based programs, drugs abuse and HIV/AIDS/STD, drug abuse and crime, Alternative Development and gender mainstreaming.

Sustainable Coordination and Partnership: UNDCP will consolidate and fine-tune the existing partnership with NDLEA, other government agencies and NGOs, and in addition engage other relevant government agencies involved in drug control and related crime activities. In the new democratic dispensation, the federal legislature provides veritable partnership for bringing about law and policy reforms in drug and crime control. As in the past, UNDCP will maintain the strategic linkage with the international community and the "Mini-Dublin group" in other to share information, prevent programme duplicity and reduce resource wastage. As a necessity, the programme will support bilateral and multi-lateral treaties and activities that will strengthen drug control at sub-regional, regional and global levels.

Participation: UNDCP will facilitate the involvement and participation of the beneficiaries in the planning, implementation and evaluation of the integrated programme, through workshops, negotiation of project activities, institution-based project management, monitoring and reporting. Hence, participatory tools and methodologies will be introduced in all activities to ensure conformity and to rip the benefits thereof.

Documentation, Material Development and Dissemination: Information gathering on the drug abuse and crime situation, as well as the effect of drug control interventions on the beneficiaries. This will be accomplished through periodic research (action studies), maintenance of functional information system and database, production and dissemination of communication/ information materials to appropriate and target beneficiaries.
