2 nd Provincial Threat Assessment Training for Counter Terrorism Department Khyber Pakhtunkhwa

Islamabad, 31 October 2018 - UNDOC in collaboration with the National Counter Terrorism Authority (NACTA) and the European Union organized the 2nd Provincial Threat Assessment Training, for 30 participants from the Counter Terrorism Department (CTD) of the Khyber Pakhtunkhwa Police, on 30th and 31st October 2018 at the Margalla Hotel, Islamabad.

The first day opened with inaugural speeches from Mr. Cesar Guedes, UNODC Country Representative; Mr. Mubarak Zeb, Director General, Counter Violent Extremism (CVE) NACTA; and Ms. Anne Kofoed, Team Leader, EU, Delegation of the European Commission to Pakistan. They welcomed the participants, highlighting the importance of developing threat assessment reports in proactively countering terrorism.

After the inaugural speeches, facilitators from UNODC delivered presentations on threat assessment related intelligence cycles and strategic analysis. During the, second half of the day Col. Syed Khurram, Joint Intelligence Directorate (JID) NACTA, presented templates to participants for developing provincial and district level threat assessment reports, and for information sharing amongst federal and provincial authorities. At the end of day one, participants were divided into four groups and asked to perform an analysis exercise in response to a narrative from the facilitator.

On the second day, participants presented their respective analyses to each other for collective learning; and were thus provided with constructive feedback. The next session was conducted by Mr. Muhammad Iqbal, Director General, Counter Terrorism Financing (CTF) NACTA, who briefed the participants on Pakistan's obligations under UN Security Council Resolutions 1267 & 1373. The last session of the training was delivered by Mr. Simon Welch, UNODC, who spoke on techniques and methods for identifying terrorism financing, concluding with a scenario-based exercise.

On completion of the course, the participants were awarded with Certificates; and expressed their appreciation to UNODC, NACTA, and the European Union for organizing this instructive training.

The training was enabled by the support of the European Union, under the framework of the PACT (Pakistan's Action to Counter Terrorism) Project.
