Intelligence-led policing is being recognised as a most efficient methodology for investigation and disruption of drug-related and other major organised crime. Transition to intelligence-led policing through inter alia strengthening and networking of criminal intelligence analysis is an accepted strategic objective of EU Member States.

The present project is aimed at providing assistance for the strengthening and upgrading of national capacities for collection and analysis of criminal intelligence, primarily in support of major drug-related investigations, in seven countries of South-Eastern Europe (Bosnia and Herzegovina, Bulgaria, Croatia, the Former Yugoslav Republic of Macedonia, Romania and Slovenia).

The project will involve setting up of modern computerised criminal intelligence analysis systems, provision of expertise to strengthen analytical capabilities of criminal intelligence units, extensive multi-step training in different analytical techniques. The project will also create opportunities for sub-regional networking of intelligence analysts and investigators, which is expected to support cross-border investigations. Sustainability of project inputs will be ensured by integration of project beneficiaries into global criminal analysis networks. The project directly builds on the results of earlier UNODC's projects in Bosnia and Herzegovina, Croatia and Slovenia, as well as the joint UNODC-PHARE programme for strengthening drug law enforcement capacities in Bulgaria, Romania, and the former Yugoslav Republic of Macedonia. The main-expected result is an increase in the number of successful country-level and cross-border investigations leading to large-scale seizures, arrest and prosecution of major perpetrators, as well as disruption of organized criminal groups and organizations, both in the beneficiary countries and EU Member States.

This project aims to quickly provide a strengthened capacity for the effective use of drug scenting dogs as an aid to law enforcement in Serbia and Montenegro. Drug scenting dogs, particularly at busy border crossings dealing with large amounts of commercial freight and vehicles, are widely regarded as a most effective tool, who, given correct training, care and instruction can quickly give an indication of the likelihood of concealed drugs. This scent indication, followed by closer examination, will largely result in the significant detection of drugs, which otherwise might have gone on uninhibited. UNODC have a history in South Eastern Europe utilizing drugs scenting dogs as an integral part of their overall law enforcement assistance programme. The last capacity developed in Serbia and Montenegro in this respect was with technical assistance provided by the Lancashire Police, United Kingdom in 1990 and although dated, much of the training methodology still exists today. This project will upgrade, modernize and expand this capacity enhancing the partnership already established with the Lancashire Police and is fully funded for this purpose by the British Embassy, Belgrade through the Global Opportunities Fund.
