         MOLR85 " Building capacity to combat trafficking in persons in the Republic of Moldova "

         The project's main objective is to enhance the existing law enforcement and criminal justice mechanisms against trafficking in human beings in Moldova. This takes place through strengthening country's capacity to investigate, prosecute and convict traffickers including training for law enforcement and criminal justice practitioners and provision of equipment. The project strengthens victim support structures through implementation of a functional referral mechanism, which will secure assistance to victims from their identification until their reintegration. The project also increases the district level capacity to combat human trafficking by also engaging NGOs and community-based organizations.

       The project aims to increase coverage of comprehensive HIV/AIDS prevention and care services among injecting drug users and in selected prison settings in Romania by rapidly increasing access to services for injecting drug users and inmates, ensuring sustainability of HIV/AIDS prevention and care services for these communities and by generating and sharing strategic information to keep the programme on track and to respond appropriately to the rapidly evolving HIV/AIDS epidemics among injecting drug users and in prison settings in Romania. The project will follow a three-pronged strategy, consisting of a mix of capacity building and direct financial and technical assistance for service delivery, advocacy and coordination among different players, including relevant UNAIDS cosponsors, for the achievement of its objectives.

         The project aims at improving the existing level of information, providing a tool for better policy planning and action by assessing trafficking flows and the involvement of organized crime groups therein.   At the regional and international levels, the project aims at promoting cooperation among key agencies of countries of origin, transit and destination.   The formulation of related policies and recommendations is expected to result in better knowledge of organized criminal groups involved and strengthening joint action against transnational organized criminal aspects of trafficking in human beings. The project is carried out in close cooperation with the relevant national institutions, international agencies and NGOs active in this area.

      The project aims at ensuring cooperation, coordination and information exchange with other law  enforcement agencies within the framework of the rural struggle. Turkey's capacity to fight against narcotic and psychotropic substances will be enhanced with the help of the information, skills, resources and all types of training materials to be obtained with this aim. All four struggling institutions currently present in Turkey will benefit from the project, and a common understanding and approach will be established. Since there was no previous rural struggle project implementation, this project which all the institutions need will be prepared and launched.

      This project aims to provide a balanced priority assistance package to the Government of Albania to counter illicit trafficking and disrupt organized criminal activities. It will provide direct assistance to strengthen capacities to detect illicit drugs and other trafficking activities, especially at the eastern border crossing points and green border, through the provision of technical equipment and training. The project introduces modern concepts of an 'intelligence-led' approach to Police and Customs enforcement services and promote national and regional information exchange and cross border cooperation. It additionally focuses on sensitive operational areas and strengthen regional operational cooperation. The project generally raises institutional capacity in the fight against drugs contributing to the national drugs' strategy and action plan for its implementation and aims at strengthening the criminal justice system to counter organized crime and trafficking in human beings. Both the beneficiary agencies and other technical assistance organizations comprising the International Consortium have been fully consulted in the development of this project and its activities and concur with the urgency and relevance of its intervention.

       This project aims to support the Bulgarian National Customs Agency and strengthen its capacity in countering drug trafficking by developing an intelligence-led methodology, intelligence structures, software and training across the Drugs Enforcement Division (DED). It provides structured training to a cadre of operational analysts across the DED network. By the end of the project, and looking forward at longer-term sustainability, officers have been identified to act as trainers and receive knowledge and materials for them to undertake this role in the future. Training is complemented by the provision of appropriate hardware and software visualization tools, specifically an Analysts Notebook that is consistent with the existing software in use by other Bulgarian drug law enforcement agencies.
