Organisational Context and Background

UNODC in partnership with the Government of Maldives is supporting a European Commission (EU) funded project titled "Strengthening the national response to drug use in the Maldives" (MDV K30).

National Drug Agency (NDA) is one of the key partners of this project. NDA was recently formed as part of the new Drug Act (17/2011), and entrusted to undertake and oversee the national response to the drug problem in the Maldives. The main functions of NDA are to regulate and monitor the implementation of all programmes within the purview of the drug law.

NDA also offers residential drug rehabilitation services to drug using community, through the Drug Rehabilitation Center (DRC) in K. Hinmmafushi Island. DRC applies the Therapeutic Community model or "TC" model to support the recovery of drug users while they are undergoing treatment. The use of TC model in DRC has been adapted to the Maldivian context to some extent, and has evolved over the years. Counselling, information / education and religious education are key components of the current practices that contribute towards the psychosocial needs of the clients to some extent. There is a need to assess the efficacy of the programme, identify additional psychosocial needs, and integrate these accordingly. Moreover, there is a need to include comprehensive and effective psychosocial components within the DRC treatment model.

UNODC is seeking an external consultant who can assess the current treatment model, identify the gaps and improve the programme and train counsellors.

General Objectives

The main objectives of this assignment are to evaluate and upgrade the treatment model, with a focus on enhancing the psychosocial component of the programme, and provide training to DRC counsellors to deliver the revised programme.

Scope of Work

Under the direct supervision of UNODC Maldives Project Coordinator and with technical guidance and oversight provided by the UNODC Programme Office Maldives, the incumbent should carry out the following outlined tasks:

  • Assess the current psychosocial services and identify gaps and within the program at DRC.
  • Based on the needs of the program, develop a framework for a comprehensive and effective psychosocial programme within DRC. ( based on evidence-based treatment models)
  • Develop a training program with accompanying resources to build capacity of the counsellors at DRC to equip them to deliver the psychosocial program to clients.
  • Deliver the training to counsellors at DRC
  • Develop a final report of the consultancy
