2. Project Background and Justification

The Strengthening Judicial Integrity and Capacity Project is carried out under the framework of UNODC's Global Program Against Corruption. The project aims to support Indonesian Government in strengthening judicial integrity and capacity in justice sector. For this purpose, it will assist the Supreme Court and Attorney General's Office as well as other relevant agencies in strengthening judicial integrity, capacity and professionalism within the overall framework of National Blueprint for Judicial Reform.

Strengthening Judicial Integrity and Capacity Project Phase I
In early 2004, UNODC launched a project on Strengthening Judicial Integrity and Capacity in Indonesia. As part of this project, UNODC carried out an assessment of justice sector integrity and capacity in two provinces, namely South Sumatra and South East Sulawesi. Based on the findings of the assessment, UNODC supported the development of action plans for strengthening judicial integrity and capacity in the two provinces and also carried out activities to implement the action plans. The Project has now been extended to two more provinces in its Phase II.

Strengthening Judicial Integrity and Capacity Project Phase II
Under Phase II, UNODC signed an MOU with the Judicial Commission outlining UNODC's ongoing commitment to supporting the Commission in its mandate to oversight over the judiciary.

UNODC has also committed to ensuring increased partnerships with civil society to assist Member States apply international standards and norms in accordance with UNODC's mandate.

Strengthening Judicial Integrity and Capacity Project Phase II
Under this project and Phase II, UNODC supports government and non-governmental organisations to jointly address corruption in the judicial system.

 

3. Overall Objective, Outcomes, Outputs and Activities

Objective: The overall objective is to support the establishment of an integrity-based and accountable criminal justice system.
Outcome 1: Capacity of the Pilot Courts in strengthening integrity and access to justice enhanced.

Output 1.1: Agreed activities identified in Action Plans of Phase II in pilot provinces implemented.
Output 1.2: Capacity of pilot courts to provide court users with legal information improved.

Outcome 2: Professional standards and oversight mechanisms strengthened

Output 2.1: Junior judges knowledge on code of conduct and disciplinary measures improved.
Output 2.2: Indonesian judiciary knowledge of best practice on judicial integrity enhanced an Indonesian best practices on integrity based reforms highlighted in the region.
Output 2.3: Improved complaint handling mechanism at Judicial Commission.
Output 2.4: Continued support to the nine Judicial Commission's complaint posts established under the Phase II of the project.

Outcome 3 - Awareness raised within civil society on judicial corruption issues

Output 3.1: Judicial anti-corruption awareness campaign using complaint posts of the Phase II implemented.
