Judicial Integrity

 

UNODC is providing assistance towards strengthening judicial integrity through the development of standards of professional conduct for criminal justice personnel, as well as through an improvement in transparency and an enhanced citizen's access to justice. At the request of the participating countries/territories, UNODC will provide a computer system for random assigning of cases to judges and prosecutors. UNODC, together with the American Bar Association (ABA), will implement the Prosecutorial Index Reform (PIR) which is an assessment tool developed by experts in technical legal assistance and criminal law reform at the ABA Rule of Law Initiative (ABA ROLI). It provides an empirical basis for examining the status and role of prosecutors and the environment in which they work, and it also serves as a tool for tracking concrete levels of improvement in key areas through continuing periodic assessments. The PIR has been already implemented in countries that are part of the European Union such as Bulgaria.
