RE-ADVERTISEMENT: Call for Proposals For The ' Development of Cartoon Stories for Victim Empowerment Awareness-Raising"

In the context of the new European Commission-funded project on Victims Empowerment (VE) between the Department of Social Development (DSD) and the United Nations Office on Drugs and Crime (UNODC), a service provider is sought for the Development of Cartoon Stories for Victim Empowerment Awareness-Raising. VE has been identified as one of the Government's priority programs in the 1996 National Crime Prevention Strategy (NCPS). One of the main outcomes of the UNODC Victim Empowerment Project (VEP) is the creation of mass awareness on Victim Empowerment Policies through awareness campaigns at the provincial level. UNODC therefore invites proposals from eligible service providers to develop a series of cartoon stories which illustrate the relevance of the standards enshrined in the Victim Empowerment Policy for protecting and supporting South African victims of crime.

The service provider will prepare, develop and test culturally-adequate cartoon stories depicting South African citizens (government officials, CSO members, community leaders, school youth, teenagers) advocating for the adequate implementation and operationalisation of Victim Empowerment Policies (such as the Minimum Standards or the Victims Charter) in South Africa. The cartoons are to contain pictures, story lines and language that is understanable and likeable by readers of the general public. The service provider shall collaborate with a VE Advocacy / Cartoon Story-Line Advisor who will be recruited separately by UNODC, with the mandate to advise storyline writers as well as artists on how to illustrate VE critical incidents that are reflective of current VE realities in different social contexts across South Africa. The cartoons - which eventually are to be printed in high quantities - shall be distributed through institutional networks working in VE (Government Offices, CSOs, One-Stop Centres, Hospitals, Schools, Police Stations, etc.).

The service provider shall be among the nationally recognized media experts. Experience in preparing VE materials which are fun and educational, and which will motivate ordinary citizens to reflect and discuss VE issues in South Africa, is required. The service provider will deliver on the Terms of Reference in alignment with the UNODC VEP logical framework, with clear outcomes, activities, outputs, and expected deliverables. Fees offered will be determined based on standard UN in-country rates.
