Call for Proposals For The "Improvement of the Department of Social Development's Financial Awards System "

In the context of the European Union-funded project on Victim Empowerment (VE) between the United Nations Office on Drugs and Crime (UNODC) and the Department of Social Development (DSD), a service provider is sought for the "Improvement of the Department of Social Development's Financial Awards System" . Under Outcome 4 of the project document, the project is tasked with assisting DSD in reviewing and improving their funding system used for awarding finances to civil society organisations (CSOs).

While this is a Victim Empowerment project, the requested services refer to the larger DSD funding system and are not VEP specific.

UNODC therefore invites proposals from eligible service providers to develop, test and finalize a series of tools to assist the Department  in improving the implementation of their financial award system.

The service provider will develop, test and finalise the following items:

  • New standardized administrative tools for the Department, consisting of: (1) a new business plan (funding proposal form) (2) a new quarterly M&E reporting format, (3) a new contract/Memorandum of Agreement, and (4) a new business plan evaluation grid.
  • A funding criteria in line with relevant legislation and Department policy documents that creates a tiered system allowing less established and emerging organisations a more equitable opportunity to access funds.
  • A costing model to be used when assessing the proposed budget of financial awards.

The service provider shall have at least 5 years professional expertise and experience in the areas of research and analysis.  Sound understanding and experience of the social welfare service delivery system in South Africa, preferably with past experience working on financial award, grant and/or social welfare delivery schemes and tools.  Relevant research skills for testing materials in diverse cultural settings and sometimes challenging environments. Familiarity with donor expectations regarding management of grants processes.

Deadline: The deadline for the submission of applications is FRIDAY, 21 AUGUST 2009, as evidenced by the date of dispatch, the postmark or the date of the deposit slip. Box 6541, Pretoria 0001, Republic of South Africa. In case of hand-deliveries, the deadline of receipt is at 12:00 noon as evidenced by the signed and dated receipt. Any application submitted after the deadline will automatically be disqualified. All applications should be sent in a sealed envelop marked "Tender: Improvement of Department of Social Development's Financial Award System - DO NOT OPEN."
