RE-ADVERTISEMENT: Call for Applications for a ' VE Advocacy/Cartoon Story-Line Advisor' Consultant
In the context of the new European Union-funded project on Victims Empowerment (VE), which is being implemented by the United Nations Office on Drugs and Crime (UNODC) with the Department of Social Development (DSD), a VE Advocacy/Cartoon Story-Line Advisoris sought to provide conceptual and VE advocacy practice advise on Victim Empowerment Policy implementation, to a team of artists charged to develop a cartoon serie suited to create mass awareness on victim empowerment in South Africa. VE has been identified as one of the Government's priority programs in the 1996 National Crime Prevention Strategy (NCPS). One of the main outcomes of the UNODC Victim Empowerment Project (VEP) is the creation of mass awareness on Victim Empowerment Policies through awareness campaigns at the provincial level. UNODC therefore invites proposals from VE practitioners and advocacy experts to provide story line and content guidance to a team of artists charged to develop a series of cartoon stories which illustrate the relevance of the standards enshrined in the Victim Empowerment Policy for protecting and supporting South African victims of crime.
The service provider distinguishes her/himself through at least 7 years of work and management experiences in the field of victim empowerment social work. He or she has therefore witnessed many incidents of successful and also less successful VE policy implementation efforts, which ideally prepares him or her to advise a team of artists charged to develop a cartoon series on victim empowerment policies and issues, such as (1) the kind of themes and issues that need to be converted into stories and images to ultimately increase awareness about victims' rights and struggles in South Africa; and (2) how to 'model' - by means of cartoon stories and illustrations - to citizen-readers the examples of constructive advocacy practices needed for building 'positive bystandership' and for protecting victims' lives in South Africa.
The service provider shall be among the nationally recognized VE practitioners. The ideal candidate demonstrates good understanding of the dynamics of victim empowerment; critical understanding of the issues surrounding Victims Empowerment advocacy work, as well as of the possibilities and limitations of victim empowerment advocacy in South Africa; profound repertoire of stories and anecdotes about the lives of victims (successes as well as challenges of implementing VE policies), as well as the social support networks and institutions that do or ought to render support to victims of crime; as well as advocacy stories and strategies that hold the promise to make a difference in victims' lives. Knowledge of government policies and instruments for VEP implementation is important; as well as creative ideas for depicting citizens advocating for effective and efficient VE policy implementation. The service provider will deliver on the Terms of Reference in alignment with the UNODC VEP logical framework, with clear outcomes, activities, outputs, and expected deliverables. Fees offered will be determined based on standard UN in-country rates.
