The Economic and Social Council, Noting resolution I of the United Nations Opium Conference (1953), Considering that effective international control of narcotic drugs calls for the immediate limitation of the production of opium, Having regard to the importance of the coming into force and universal application of the Protocol, adopted by the above-mentioned Conference, for limiting and regulating the Cultivation of the Poppy Plant, the Production of, International and Wholesale Trade in, and Use of Opium, at the earliest possible moment, Recommends: (a) All the Members of the United Nations and all the non-member States, referred to in articles 16 and 18 of the Protocol, to sign and ratify or accede to the Protocol as soon as possible; (b) All States to implement as far as may be possible the provisions of the Protocol pending its coming into force; (c) All States which will not be Parties to the Protocol after its coming into force, to comply, as far as practicable, with its provisions pending their adherence to the Protocol. 739th plenary meeting,
