1953/505(XVI)I. | Assumption by organs of the United Nations of functions and responsibilities assigned to them under the terms of the Protocol for limiting and regulating the Cultivation of the Poppy Plant, the Production of, International and Wholesale Trade in, and Use of Opium, and of the financial burdens resulting therefrom |
The Economic and Social Council, Noting resolution XVII of the United Nations Opium Conference (1953), Having regard to the functions and responsibilities exercised by the United Nations in the international control of narcotic drugs, Considering that the arrangements established in the Protocol adopted by the United Nations Opium Conference (1953) for limiting and regulating the Cultivation of the Poppy Plant, the Production of, International and Wholesale Trade in, and Use of Opium, fall within the framework of the United Nations, 1. Recommends to the General Assembly: (a) To approve the assumption of the functions and responsibilities assigned to organs of the United Nations by the Protocol, adopted by the United Nations Opium Conference (1953), for limiting and regulating the Cultivation of the Poppy Plant, the Production of, International and Wholesale Trade in and Use of Opium; (b) To include this Protocol among the multilateral treaties relating to the control of narcotic drugs for the purpose of assessing, in accordance with General Assembly resolution 455(V), non-member States which are Parties to such treaties for their fair share of the expenses borne by the United Nations in connexion with the international control of narcotic drugs; 2. Proposes, in accordance with rule 13 (d) of the rules of procedure of the General Assembly, to include this recommendation in the provisional agenda of the eighth regular session of the General Assembly. 739th plenary meeting,
