The Heads of National Drug Law Enforcement Agencies (HONLEA), Asia and the Pacific, came together for their 38th meeting in Bangkok from 21 to 24 October 2014 at the seat of the United Nations Regional Commission for Asia and the Pacific.
Over 130 participants from the law enforcement, foreign affairs and health sectors discussed the status of drug control and treatment in the region and adopted a number of expert recommendations, which will be submitted to the next fifty-eighth session of the Commission on Narcotic Drugs (CND) in 2015 for its consideration.
The three working groups, held during the Meeting, focused on responses to trafficking in synthetic drugs and new psychoactive substances and preventing the diversion of chemical precursors, measures to amend legislation, agency practices and procedures that may improve the responses of national authorities to challenges posed by drug trafficking and related organized criminal offences, as well as on collaboration and coordination among drug law enforcement agencies.
The 38th Meeting of HONLEA, Asia and the Pacific, took note with appreciation of the Joint Ministerial Statement of the 2014 high-level review by CND of the implementation by Member States of the Political Declaration and Plan of Action on International Cooperation towards an Integrated and Balanced Strategy to Counter the World Drug Problem. The Meeting also resolved to continue to support the preparatory process for the UN General Assembly special session on the world drug problem to be held in 2016.
At the Meeting, it was emphasized that the Commission on Narcotic Drugs and its subsidiary bodies should have a leading role in the preparatory process for the General Assembly special session on the world drug problem to be held in 2016 and that UNODC, as the leading entity in the United Nations system for countering the world drug problem should substantively and technically contribute to that process. The important role of the International Narcotics Control Board was noted as well. It was proposed that full support be provided jointly to UNODC in moving forward the preparatory process for the General Assembly special session to be held in 2016.
