Twenty-second Meeting of Heads of National Drug Law Enforcement Agencies, Latin America and the Caribbean
Antigua, Guatemala, 1-5 October 2012
The 22nd meeting of Heads of National Drug Law Enforcement Agencies, Latin America and the Caribbean (HONLAC), was hosted by the Government of Guatemala and held in La Antigua Guatemala, from 1 to 5 October 2012. Representatives of 21 States members attended the meeting - Argentina, Bahamas, the Plurinational State of Bolivia, Canada, Chile, Colombia, Cuba, Ecuador, France, Germany, Guatemala, Italy, Mexico, Panama, Paraguay, Spain, Trinidad and Tobago, United Kingdom, United States of America, Uruguay and the Bolivarian Republic of Venezuela - as well as an observer from the Russian Federation. Observers from intergovernmental organizations included the International Commission against Impunity in Guatemala, INTERPOL, the Office of the High Commissioner for Human Rights and the Panamerican Health Organization/WHO. The President of Guatemala, Mr. Otto Pérez Molina, inaugurated the meeting. Mr. Amado de Andrés, UNODC Regional Representative for Central America and the Caribbean, delivered remarks on behalf the Executive Director of the Office. The meeting was chaired by the Minister of the Interior of the host country, Mr. Mauricio López Bonilla.
Participants at the HONLAC 2012 meeting focused their working group discussions on the challenges posed to the region by the production and trafficking of cocaine, cannabis and heroin, as well as on joint agency task forces in response to drug trafficking and the maintenance of control over precursor chemicals and pharmaceutical preparations. In addition, delegates deliberated on how to best incorporate regional efforts on data collection to improve the assessment of the implementation by Member States of the Political Declaration and Plan of Action on International Cooperation towards an Integrated and Balanced Strategy to Counter the World Drug Problem, which will be reviewed by the Commission on Narcotic Drugs at its 57 th session in 2014.
Presentations were made by experts from the UNODC field offices in Panama and Peru on the Container Control Programme, the Airport Communication Project (AIRCOP), and the PRELAC agreement (Prevention of the diversion of drugs precursors in the Latin American and Caribbean Region), through which participants had the opportunity to make direct enquiries on the operational aspects of the programmes and expressed interest in strengthening regional cooperation through these.
