The Heads of National Drug Law Enforcement Agencies (HONLEA), Latin America and the Caribbean, came together for their 23rd meeting in Quito from 30 September to 4 October 2013. The inaugural ceremony held on 30 September 2013 was addressed by Javier Córdova, Vice-Minister of the Interior of host country Ecuador, and the representative of the Executive Director and Representative for Ecuador and Peru of the United Nations Office on Drugs and Crime, Flavio Mirella.

More than 100 participants form law enforcement, foreign affairs and health sectors discussed the status of drug control and treatment in the region and adopted a number of expert recommendations to be forwarded to the next Commission on Narcotic Drugs (CND) in 2014 for its consideration.

Three working groups focused on the topics of demand reduction, preventions measures and drug dependence treatment, drug trafficking trends and the manufacture of cocaine, amphetamine-type stimulants and precursor control. The meeting recognized drug dependence as a public health problem and stressed the need for prevention, treatment and rehabilitation. Participants also thought that national responses to detect, investigate and seize the proceeds of money-laundering required strengthening and discussed how the region could prepare for the advent of new psychoactive substances (NPS).

With a view to the High Level Review of the "Political Declaration and Plan of Action on International Cooperation towards an Integrated and Balanced Strategy to Counter the World Drug Problem", which the CND is scheduled to conduct in 2014, HONLEA, Latin America and the Caribbean, looked at ways to contribute to that review by transmitting their input on the implementation, in particular of part II of the Plan of Action. International judicial cooperation was highlighted as a clear expression of the common shared responsibility as stipulated in the Political Declaration.
