THIRTY-SIXTH MEETING OF HEADS OF NATIONAL DRUG LAW ENFORCEMENT AGENCIES, ASIA AND THE PACIFIC (HONLAP)
30 October - 2 November 2012, Bangkok, Thailand
The Thirty-sixth Meeting of Heads of National Drug Law Enforcement Agencies (HONLEA), Asia and the Pacific was held in Bangkok, Thailand from 30 October to 2 November 2012. The Meeting was organized by UNODC to discuss major regional drug trafficking trends and countermeasures and to provide a venue to for practitioners and law enforcement agents to exchange expertise, share best practices and information on drug-related matters to develop a coordinated response to existing and emerging challenges. The Meeting was attended by 136 participants of 30 countries and 3 observer organisations, namely: Australia, Azerbaijan, Bangladesh, Brunei Darussalam, Cambodia, China, Democratic People's Republic of Korea, France, Germany, Hong Kong, China, India, Indonesia, Iran (Islamic Republic of), Japan, Korea (Republic of), Lao People's Democratic Republic, Macao, China, Malaysia, Maldives, Myanmar, Nepal, New Zealand, Pakistan, Philippines, Russian Federation, Singapore, Sri Lanka, Thailand, United States of America, Viet Nam, Association of Southeast Asian Nations (ASEAN), International Criminal Police Organization (ICPO/INTERPOL) and World Health Organization (WHO).
The 2012 HONLEA, Asia and the Pacific, Meeting focused on three important topics:
- Precursor chemicals: including the identification of new smuggling routes and of trafficking groups involved in the diversion of precursors and their modus operandi;
- Production of ATS: in particular the detection and dismantling of "mega-labs", the challenge of illicit manufacturing in kitchen laboratories, the control of Internet pharmacies and the emergence of new designer drugs that are not under international control;
- Undertaking cross-border investigations: the challenges of multi-jurisdictional investigations, case studies of significant operations and lessons learned.
Presentations were made by experts from the UNODC Regional Office in Bangkok on various topics and participants were given the opportunity to make direct enquiries on the operational aspects of UNODC's programmes and expressed their interest in strengthening regional cooperation through these.
The 36th HONLEA adopted the draft report containing the summaries of proceedings as well as the Meeting's conclusions and recommendations.
