Standing open-ended intergovernmental working group on improving the governance and financial situation of the United Nations Office on Drugs and Crime (CND resolution 52/13 and CCPCJ resolution 18/3)

At their annual sessions in 2009, the Commission on Narcotic Drugs, in its resolution 52/13, and the Commission on Crime Prevention and Criminal Justice, in its resolution 18/3, respectively, entitled "Improving the governance and financial situation of the United Nations Office on Drugs and Crime", as well as decision 2009/251 of the Economic and Social Council, entitled "Frequency and duration of the reconvened sessions of the Commission on Narcotic Drugs and the Commission on Crime Prevention and Criminal Justice" established a standing open-ended intergovernmental working group to discuss and formulate recommendations on how to improve the governance structure and financial situation of the United Nations Office on Drugs and Crime.

In operative paragraph 6 of the resolutions, the Commission on Narcotic Drugs and the Commission on Crime Prevention and Criminal Justice, respectively, requested that the relevant documentation be provided to the working group in a timely manner and approved the provisional agenda of the working group as follows:

  1. Consolidated budget for the biennium 2010-2011 for the United Nations Office on Drugs and Crime
  2. Governance and financial situation of the Office
  3. Evaluation and oversight
  4. Other matters

In accordance with the same resolutions, the standing open-ended working group on improving the governance and financial situation of the United Nations Office on Drugs and Crime, will submit its report and recommendations, if any, to the reconvened 52nd session of the Commission on Narcotic Drugs and the reconvened 18th session of the Commission on Crime Prevention and Criminal Justice (1-2 and 3-4 December 2009, respectively) for consideration.
