Estimated world requirements of narcotic drugs in 1964

In pursuance of the International Convention of 13 July 1931, the Drug Supervisory Body publishes an annual statement of estimated world requirements of narcotic drugs. This statement also includes estimates for the narcotic drugs brought under international control by virtue of the Protocol of 19 November 1948. Extracts from this statement for 1964 (document E/DSB/21) follow.

Operation of the Estimate System

In accordance with the provisions of the 1931 Convention, the estimates accepted by the Supervisory Body are used by the Permanent Central Opium Board in the calculation of manufacture and import limits for each country or territory and for each drug. It is therefore essential that the estimates should reflect requirements as faithfully as possible.

Receipt of Estimates for 1964

Estimates in respect of 126 countries and 54 non-metropolitan territories are given in the statement for 1964. At the time when the statement was drawn up, estimates for 1964 had been received from 113 countries and 49 non - metropolitan territories. Under the 1931 Convention, it is the duty of the Supervisory Body itself to establish the estimates of countries and territories for which none have been received, and thereby to ensure the universal application of the estimates system. The Supervisory Body has accordingly established estimates for 1964 in respect of 13 countries and 5 non - metropolitan territories.

World Total of Estimates from 1958 to 1963

The figures shown in table 1 are, for each drug, the sum of the "total of estimates", as defined in article 5 of the 1931 Convention, of all the countries and territories in the world, in so far as this sum attained 1 kg in at least one year from 1958 to 1963; but several narcotic drugs do not fulfil this condition and were therefore omitted from the table.

a The figures for the year 1963 will be modified by the supplementary or amended estimates received up to 31 December 1963.

b The increase in the needs of morphine indicates greater needs for conversion purposes, while actual consumption has fallen.
