When public funds are siphoned into personal bank accounts, fewer resources are available to build schools, hospitals and roads. When bribes are seen as a normal part of doing business foreign direct investment suffers and economic development is affected. And when small enterprises find it impossible to overcome the &#034;start-up costs&#034; caused by corruption entrepreneurship is curtailed.&lt;/p&gt;

The Charter of the United Nations puts human rights squarely at the heart of the Organization&#039;s work.&lt;/p&gt;

The regional programme will focus on the southern corridor of the Afghan heroin trade, which for the last 30 years has been a major heroin trafficking route from Afghanistan to the lucrative markets of Western Europe and the Russian Federation.&lt;/p&gt;

While in the capital city of Kyiv, Mr. Fedotov met the Speaker of the House, Vladimir Litvin, and other officials of the Ukrainian Government. The Executive Director invited the Government of Ukraine to make the fullest use of the expertise of UNODC, which could work as a partner in the implementation of European Union projects aimed at drug control and other mandated areas.&lt;/p&gt;

&lt;p&gt;Более тесное региональное сотрудничество крайне важно в противостоянии угрозе незаконного оборота наркотиков, сказал Юрий Федотов, исполнительный директор Управления ООН по наркотикам и преступности, на открытии пятьдесят пятой сессии Комиссии ООН по наркотическим средствам, которая проходит в Вене с 12 по 16 марта. «Мы сталкиваемся с транснациональной угрозой экстраординарных пропорций, которая достигает по стоимости 320 миллиардов долларов, или 0,5% от мирового ВВП», - он подчеркнул.&lt;/p&gt;
