Who is who?

Together with UNODC's colleagues in Headquarters and Field Offices, IEU assesses UNODC projects and programmes, supports innovative practices and promotes an evaluation culture.

Headed by Katharina Kayser, Chief, IEU is composed by the team members:

Adan Ruiz Villalba, Deputy to the Chief, focal point for Evaluation Normative Tools and Programme Evaluation;

Alexandra Capello, focal point for Western and Central Asia, South Asia, East Asia and the Pacific, Oversight of UNODC Evaluation Portfolio;

Gaspard Ostrowski, focal point for Central America and the Caribbean, Latin America, Africa, Arab States, Evaluation Training, Normative Tools and IEU Website (content);

Charlotte Gunnarsson, focal point for Project Oversight, Budget, IMDIS, IEU Website (logistics), Human Resources and IEU Information;

Emanuel Lohninger, focal point for all administrative matters related to evaluation;

Madeeha Bajwa, field-based (Kabul, Afghanistan) focal point for West and Central Asia.

IEU Mission

The Independent Evaluation Unit (IEU) is leading and guiding evaluations in order to provide objective information on the performance of UNODC. IEU reports directly to the Executive Director and Member States.

As a member of the United Nations Evaluation Group (UNEG), IEU is following its Norms and Standards.

IEU Vision

IEU is committed to:

1. Leading and guiding evaluations;

2. Guiding and supporting UNODC in developing and implementing an evaluation culture throughout UNODC;

3. Ensuring a coherent and consistent evaluation approach across UNODC;

4. Developing evaluation capacity throughout UNODC by providing evaluation training material and carrying out costumized training;

5. Sharing findings of project and programme evaluations and examining areas with high improvement potentials;

6. Assisting UNODC in monitoring the follow-up on the recommendations made by relevant oversight bodies.

Annual Evaluation Reports

IEU is responsible for preparing the Annual Evaluation Report which summarizes the major findings from evaluations undertaken by external evaluators and managed by Project Managers during a given year.

Annual Evaluation Reports offer UNODC senior management, donors, stakeholders and the wider public an overview of major issues raised by the evaluations, including recommendations, lessons learned and emerging best practices.

A management response by the UNODC's Executive Committee constitutes part of the final version of the reports. Annual Evaluation Reports
