Training on management of harm reduction programmes

UNODC Project Office for the Baltic States organized a training seminar on "Management of harm reduction programmes". Social workers and employees from needle and syringe exchange cabinets from Latvia, Lithuania and Estonia took part in this 4-day training on the 10 th to 13 th of November in Riga, Latvia. The majority of the participants had prior knowledge on harm reduction and functional responsibilities for recruitment, training and supervision of other workers. Many of them had prepared project proposals for previous UNODC grant schemes and had started to implement activities towards improvement to day-to-day work of the cabinet. Training was conducted by Elizaveta Berezina from AIDS Foundation East-West and Igor Sobolev from Estonian Network of PLWH.

The main purpose of the training was to improve knowledge and skills of administrators of needle and syringe programmes on effective management of harm reduction programmes.  During the seminar the following topics were covered:

  • Recruitment, training and motivation of outreach workers and volunteers;
  • Methods for control and evaluation of the work;
  • Development of project proposals, including needs assessment and justification, formulation of aims and activities, monitoring and evaluation of effectiveness of projects, as well as preparation of work plans and budgets;

All 25 participants highly assessed the training seminar and acknowledged that they have acquired new knowledge and skills which are practical. Improved skills on project development will be used to prepare proposals for UNODC small grants scheme.
