Assistance Programme to the Implementation of the Action Plan for the Strategy for the Fight against Drug Trafficking and Reduction of Surplus Coca Cultivation

OBJECTIVE:  

Bolivia is the third coca producing country in the world. In 2013, the official figures reported 23.000 ha under coca bush cultivation, which need to be controlled and monitored. Regional cooperation is a key policy for the generation of synergies in the fight against drugs. Bolivia has signed various cooperation agreements on policies for the control of illicit drug, which need to be articulated, monitored and which require institutional follow-up. At the same time, an insufficient legal framework does not allow the application of the available institutional capacity and limits the activities of the established mechanisms to counteract transnational crimes. The results of the fight against drugs reached in Bolivia are not adequately disseminated within the national and international community. Capacitating and updating personnel, including of the forensic laboratories in Bolivia, is a permanent challenge.

The main objective of this project is to assist in the fight against drugs and encompasses the following areas of intervention:

  • Coca crops monitoring; 
  • Regional cooperation and technical legal assistance;
  • Validation of information of destruction/incineration of seized illegal drugs and strengthening of forensic laboratories;

 

The programme results are:

  • The Government of the Plurinational State of Bolivia has reliable and timely information on the number and geographic location of the coca crops that allows the strengthening of policies and strategies for the control of coca crops; 
  • The Government of the Plurinational State of Bolivia is strengthened in its capacities to implement and carry out follow-up of international treaties, as well as in its legislative process with regard to drug policy in the framework of regionalisation and shared responsibility; 
  • National and international community informed about the activities of the Plurinational State of Bolivia in the analysis and destruction of illegal drugs seized;

 

The targets of this programme are the Interior Ministry (Ministerio de Gobierno) represented by the Coordination Secretariat of the National Council for the Fight against illicit Drug Trafficking (Secretaría de Coordinación del Consejo Nacional de Lucha contra el Tráfico Ilícito de Drogas, CONALTID) and the Technical Secretariat of the CONALTID through the Vice Ministry of Social Defence and Controlled Substances. These Secretariats are the governmental agencies responsible for guaranteeing the necessary institutional coordination of the Ministries conforming the Council, and which are related to the programme's areas.
