Global Project on Strengthening the Legal Regime against Foreign Terrorist Fighters (FTF) in the Middle East, North Africa and South Eastern Europe

OBJECTIVE: The overall objective of the Action is to prevent and counter terrorist recruitment, including FTF, in the Middle East and North Africa (MENA) and Balkan countries in compliance with UN General assembly resolution 68/276and relevant Security Council resolutions, including resolutions 2170 (2014) and 2178 (2014). Its specific objective is to enhance the implementation of a criminal justice response to FTF that fully incorporates the rule of law and respect for human rights approach.

As a result of the action, the following outputs are expected :

  • Increased capacity of criminal justice officials in MENA and Balkan countries to deal with specific legal aspects related to countering FTF at the national and regional levels in compliance with the rule of law;
  • Enhanced inter-institutional cooperation in encouraging a comprehensive whole-of-government approach, including at the policymaking level and with national parliaments;
  • Enhanced international, regional and sub-regional cooperation concerning specialized counter-terrorism aspects related to the FTF, between MENA, the Balkans and partner countries.

The project will target criminal justice and law enforcement officials involved in the investigation, prosecution and adjudication of terrorism cases. It will also reach to executive officials and legislators; whose support is vital in the legislative process. In conclusion, it will target legislators and policy makers, criminal justice officials, judicial police, judges and prosecutors. The citizens of the beneficiary countries will benefit from increased security and reduction in terrorist activities. Indirectly, citizens in the EU and all countries around the world will benefit from enhanced counter-terrorism capacities in the region and related international cooperation by the beneficiary countries.

The location of the project will be, on the one hand, the MENA region: Algeria, Egypt, Iraq, Jordan, Libya, Morocco, Tunisia and Yemen. Mauritania will also benefit from selected original activities undertaken under the project. And, on the other hand, the South Eastern Europe: Albania, Bosnia and Herzegovina, Kosovo (under resolution 1244), Montenegro, Serbia and the former Yugoslav Republic of Macedonia.
