Advancing the knowledge of Kazakh and Kyrgyz Customs officers on seal manipulations under UNODC-WCO Global Container Control Programme

From 1 to 2 December 2020, the United Nations Office on Drugs and Crime (UNODC) Regional Office for Central Asia organized Online Advanced Training on Seal Manipulations for the officers from the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (SRC), including the members of the Port Control Units (PCUs) and the Air Cargo Control Unit (ACCU), and the officers of the State Customs Service under the Government of the Kyrgyz Republic, PCUs’ members under UNODC-World Customs Organization (WCO) Global Container Control Programme (CCP). The training is a part of the CCP distance learning activities for Kazakhstan and Kyrgyzstan and aimed to strengthen the knowledge and skills of Customs officers in Central Asia to identify manipulated seals and ensure the integrity of cargo.

At the opening ceremony Mr. Batyr Geldiyev, UNODC Regional Programme Coordinator stated that this course is part of advanced training phase and has been developed based on the best practices and international experience of Customs community and contains useful materials that PCU members can utilize in their day-to-day operations.

The experienced WCO experts delivered the training on different types of seals, vulnerabilities of the seals, manipulation methods, “rip-on/rip-off” techniques, drug and other illicit gods concealments as well as health and safety issues. The participants from Kazakhstan and Kyrgyzstan presented and analyzed their national seals in detail to prevent manipulation of seals.

The CCP Regional Segment for Central Asia is funded by the Government of Japan and the U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL), and the Export Control and Related Border Security (EXBS) Programme.
