Promoting Regional Cooperation Among Port Control Units of Kazakhstan and Tajikistan

A four - day UNODC ROCA - supported exchange visit of representatives of the Customs Service under the Government of the Republic of Tajikistan, the Drug Control Agency, the Ministry of Foreign Affairs, members of the Port Control Units (PCUs) of “Dushanbe 2”, “Nizhniy Pyandzh”, “Khorog” and “Khudjand” Customs posts to Khorgos area, Kazakh-Chinese border.  

Organized in partnership with the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan under the UNODC-WCO (World Customs Organization) Global Container Control Programme (CCP), visit aimed at sharing best practice of Kazakhstan in container/cargo control and risk management, PCU operation at “Altynkol zhol” dry port and strengthening of regional cooperation between PCUs of Kazakhstan and Tajikistan within the Inter-Regional Network of Customs Authorities and Port Control Units of CCP.

The representatives from Customs and other competent authorities of the Republic of Tajikistan meet with senior management of “Altynkol zhol” Customs post, railroad station and learn about organizational structure and ongoing activities of the post, cooperation with other law enforcements and control authorities on Kazakh Chinese border, procedures of export/import/transshipment of goods at the station and ongoing industrial developments at Khorgos area.

Members of PCU “Altynkol zhol” shared best practices of risk profiling and targeting of suspicious consignments, including containers destinated to Tajikistan. During the visit to PCU office Tajik delegation became familiar with special detection equipment for search and examination including chemical detector HazMatt ID 360. Customs officers of Kazakhstan also demonstrated capacity of national database “Astana I” integrated with risk management and pre-arrival information systems and stressed the importance of pre-arrival information for the effective and operative targeting of suspicious shipments.

At the railroad station the representatives of Tajik PCUs got opportunity to improve understanding of operations of JSC “Kazakhstan Temirzholy”, shipping company, and partnership with private sector through authorized economic operators (AEOs).

The delegation also visited a modern infrastructure “Nur joly” TIR-ready border crossing, a major trade route linking Western China with Western Europe and learned about new cargo tracing technology ensuring seamless trade flows through Customs.  

The CCP Regional Segment for Central Asia is funded by the Government of Japan and the U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL), and the Export Control and Related Border Security (EXBS) Programme.
