The Governments of Kyrgyzstan, Japan and UNODC opened administrative buildings for regional departments of the Counter Narcotic Service of the Ministry of Interior in Talas and Jalal-Abad cities

The Ministry of Interior of the Kyrgyz Republic jointly with UNODC opened administrative buildings of the Counter Narcotic Service (CNS) Regional Departments of the Ministry of Interior of the Kyrgyz Republic in Talas and Jalal-Abad cities. The buildings were constructed within the UNODC project “Support to Drug Control in the Kyrgyz Republic” funded by the Government of Japan.

 

Welcoming speeches were delivered by Lieutenant General Ulan Niyazbekov, the Minister of Interior of the Kyrgyz Republic, Mr. Maeda Shigeki, Ambassador Extraordinary and Plenipotentiary of Japan to the Kyrgyz Republic and Mr. Andrey Seleznev, Head of the UNODC Program Office in the Kyrgyz Republic.

 

The Minister of Interior in his speech noted that combating illicit drug trafficking is one of the priorities of the state, enshrined, among others, in the National Development Program of the Kyrgyz Republic until 2026. “The opening of the administrative buildings of the Counter Narcotic Service of the Ministry of Interior of the Kyrgyz Republic in Talas and Jalal-Abad provinces are another serious step in combating international drug-related crimes”.

 

Mr. Ulan Niyazbekov expressed his gratitude to the Government of Japan and UNODC for their contribution to the fight against drugs for the benefit of the peoples of the Kyrgyz Republic and Japan, as well as the international community. The Minister congratulated the CNS staff with the new administrative building and called for greater efficiency and quality in the detection and seizure of drugs.

After a symbolic ribbon-cutting and official opening, the Minister of Interior, the Ambassador Extraordinary and Plenipotentiary of Japan to the KR, Head of the UNODC Programme office in the Kyrgyz Republic and other invited guests had a tour of the building and offices, they made an entry in the Book of honorary visitors of the CNS Department of the Talasand Jalal-Abad province and planted trees on the territory of new administrative buildings of the CNS MoI KR.

New premises were built on lightweight foundations using frame panel technology and heat saving, which made it possible to complete works within 3 months. They are designed for 30 people and are also equipped with modern office equipment, furniture and an electric generator, boilers and air conditioners provided by UNODC. Each building has 318,8 square meters.

“I hope that the Talas and Jalal-Abad regional departments will serve as an effective law enforcement tool in terms of seizure of prohibited drugs, being at the frontline of the borders. They will also contribute to human resource development of the staff with the help of the equipment and training opportunities provided today by UNODC. I expect that by fulfilling their daily duties and contributing to the resilience of the society this SBNON unit will raise awareness among citizens,” said Mr. Maeda Shigeki, Ambassador Extraordinary and Plenipotentiary of Japan to the Kyrgyz Republic.

 

In Talas city, after the official opening ceremony of the administrative building, there was a demonstration of service sniffer dog named Afur. On the day of the opening of CNS Talas Regional Office, this dog in the special operation conducted in Talas city, seized some 30 kg of cannabis. Afur is a dog, among other 10 which was handed over by UNODC Regional Programme for Afghanistan and Neighboring Countries to CNS MoI KG in March 2022 with the generous financial support from the Government of Japan.

 

“The chief, having set the task, is obliged to ensure its implementation. The Ministry of Internal Affairs, the leadership of the Service for Combating Illicit Drug Trafficking, the UNODC Program Office, with the financial support of the Government of Japan did everything they could to ensure that the officers of the Talas and Jalal-Abad departments were provided with all necessary conditions for work. With the opening of two administrative buildings in Talas and Jalal-Abad, UNODC is completing a major project that provided Kyrgyzstan with comprehensive support in combating drug trafficking by developing national legislation, strengthening interagency and international cooperation, training staff and strengthening logistical resources.”

 

The Minister of Internal Affairs of the Kyrgyz Republic awarded the “Sheriktesh” medal to the Ambassador of Japan, Mr. Shigeki Maeda for fruitful cooperation and contribution to the fight against drugs in Kyrgyzstan.

In the framework of a project of the UN Office on Drugs and Crime with the financial support of the Government of Japan in 2020 vehicles and modern equipment worth about 20 million soms were purchased for the Service for Combating Illicit Drug Trafficking of the Ministry of Internal Affairs of the Kyrgyz Republic.
