UNODC, Ministry of Internal Affairs of Kazakhstan: Capacity Building to Achieve Sustainable Development Goals

11-15 March 2019, Almaty, Kazakhstan - The United Nations Office on Drugs and Crime (UNODC) Regional Office for Central Asia in cooperation with the Central Asia Regional Information and Coordination Center (CARICC) organized a workshop on the advanced use of "i2" software and new methods of modern communication technologies, as well as countering the threats of "DarkNet" for 17 officers of the Analytical units of provincial counternarcotic departments of the Ministry of Internal Affairs of Kazakhstan. The event was funded by the U.S. Department of State, the Bureau of International Narcotics and Law Enforcement Affairs (INL).

The workshop was conducted to support the Government in achieving the target 16.A of the Sustainable Development Goals - Strengthen relevant national institutions, including through international cooperation, for building capacity at all levels, in particular in developing countries, to prevent violence and combat terrorism and crime.Ms. Amelia Hannaford, Head of UNODC Programme Office in Tajikistan, noted that the "Law enforcement systems for criminal intelligence  collection, analysis and exchange" component of the Sub-Programme 1 of the UNODC Program for Central Asia 2015-2019 has been cooperating with the Ministry of Internal Affairs of Kazakhstan for more than 10 years and continue to improve criminal intelligence collection and information management capacities, and established mechanisms for exchange, receipt and dissemination of information between drug control bodies in the region.

Mr.Rustam Otkelbaev, Chief of Analytical unit of CARICC, noted that the training increased professional level of  Ministry of Internal Affairs analysts to achieve practical results in combatting illicit drug trafficking and encouraged participants to use CARICC platform in their daily work.

The workshop equipped the participants with knowledge and skills that would facilitate the strategic interaction between the analytical and operational units/departments of MOI Kazakhstan. It was the second round of intelligence analysis training with emphasize on utilization of analytical tools.

UNODC supports the Member States in establishing the mechanisms for exchange, receipt and dissemination of information between drug control bodies. In Central Asia, the countries consider anti-drug cooperation one of the key elements of combatting transnational organized crime. UNODC Regional Office for Central Asia assists the countries in improving the criminal intelligence collection and information management capacities.
